UN-Habitat Job Vacancy : Speechwriter/Communication Officer

BACKGROUND
UN-Habitat is seeking an Adviser (Speechwriter and Editor) for the Executive Director. The successful applicant will report to the Chief, Office of the Executive Director and work within the Office of the Executive Director, in close liaison with the Advocacy, Outreach and Communication Branch, and with other UN-Habitat units as required.
RESPONSIBILITIES
The successful applicant will be responsible for preparing speeches and other written communications for the Executive Director. He/she will also be involved in preparing providing strategic input vis-a-vis policy statements. The consultancy will involve close liaison with relevant staff in the Office of the Executive Director and the Advocacy, Outreach and Communications Branch as well as relevant sub-programmes, to ensure consistency in messaging.
The successful applicant will be responsible for the following main tasks
  • Research a range of UN-Habitat-related topics as needed, in producing speeches and articles, coordinating with substantive experts;
  • Draft, or coordinate the drafting of speeches for the Executive Director and the Deputy Executive Director in English, French and Spanish;
  • Draft Op-Eds and articles for the Executive Director in English, French and Spanish, for publication, in line with UN-Habitat´s Communication Strategy
  • Draft/review/edit other substantive written material for the Executive Director as requested;
  • Working in close coordination with the External Relations Division in translating key policy messages of the Executive Director for strategic communications;
  • Managing the Executive Director´s Twitter account, ensuring all key messages and activities of the Executive Director are in line with UN-Habitat´s official position;
  • Support the Executive Director´s missions and activities in communications: arranging interviews, media encounters, in coordination with the Advocacy, Outreach and Communications Division and UN-Habitat´s Spokesperson; and
  • Support more generally the work of the OED as required by the Chief, OED, and the Executive Director.

Role Purpose:
As a member of the ESA Regional Finance Leadership team, the Finance & Administration Manager (F&AM) shares in the overall responsibility for the strategic financial direction and coordination of the ESA Regional and Sub Offices. The Finance & Administration Manager in his / her capacity will be accountable for overseeing the RO Finance and overall support services functions of the ESA Regional and Sub offices - in both leadership and strategic contexts and considered to be a key Business Partner for the RO Senior Leadership Team (SLT). Qualifications and Experience
Essential
  • Accounting, commence or business administration degree from a leading university, and relevant professional qualifications (CPA/CA/ACCA). Leadership skills, including the ability to supervise and motivate qualified professional staff with strong personal value systems.
  • Analytical, decision making and strategic planning skills and the ability to handle multiple priorities.

Job Summary:
The purpose of Construction Supervisor position is to provide technical and professional support in the implementation of construction and WASH components of the project. S/he will provide technical support, supervision and guidance to Team Leader, Field officer and Field monitor who will be involved in the implementation of the project.
Key areas of responsibility:
· The Construction Supervisor will be a primary focal person for construction and WASH component activities of the project and responsible for planning, implementation and monitoring of the same.
· Ensure the availability of accurate, complete and up-to-date data/information required for effective rehabilitation of shallow wells and underground tanks with a particular focus on creating safe water access for humans and livestock.
· Conduct and lead assessment in the Turkana West and Turkana North sub-counties to inform identification of wells and underground tanks to be rehabilitated / constructed by the project based on technical specifications and community priority needs.
· Develop technical designs and BOQ of shallow wells and underground tanks to be worked on and ensure their approval by Turkana County Department of water.
· Ensure quality materials are procured by VSF-G and /or the contractor(s) for the construction works on shallow wells and underground tanks.
· Ensure a high quality of built structures through close supervision and monitoring of the construction activities.
· Ensure new and rehabilitated water sources of the project provide quality water services to beneficiaries in accordance to existing standards
· Submit timely and accurate monthly, quarterly and final reports on WASH component of the project.
· Plan and conduct capacity building by trainings of Water Users Committees (WUC) and communities on management of these structures to ensure a sustained utilization of the water sources
· Support other livelihood activities of the project as directed by the Team Leader.
· Represent the project in WASH technical working group (WESCOORD) in Turkana.
Job Requirement:
· Diploma in water/civil engineering/construction engineering from a recognized institution
· A minimum of 3 years post qualification experience in construction with a focus on WASH structures/sector; underground tanks, hand pump shallow and capacity building.
· Proficiency in computer aided design (CAD) softwares
· NGO experience in Turkana County is an asset
· Extremely flexible and able to work independently (self motivated).
· Interest in and ability to work in a team.
· Good organizational and interpersonal skills.
