Responsibilities

 

The Evaluation Team Lead will be responsible for overall management and functioning of all evaluation, assessment, and special study activities. This includes the following:

  • Overseeing all aspects of evaluation, assessment and special study activities, such as planning, budgeting, staffing, design and implementation of each assigned activity.
  • Conducting evaluation (performance and impact, midline, and final, and whole-of-project) and analysis of issues related to the effectiveness and contribution of program and policy strategies that support Agency/Mission goals and objectives including informing the next generation of Country Development Cooperation Strategies (CDCS) and the East Africa Regional Development Cooperation Strategy (RDCS).
  • Evaluating and analyzing unexpected positive or negative consequences or impacts from various programs or activities, as the basis for mid-course corrections or informing future activities;
  • Evaluating, analyzing and visualizing high-priority strategic issues which may be of concern to Agency managers or key Agency customers, including the Mission Director and the Administrator;
  • Identifying appropriate staffing levels.
  • Securing appropriate qualified staff.
  • Managing an internal local team of evaluation specialists, and external short-term consultants.
  • Providing relevant technical guidance.
  • Leading consultations with relevant USAID/KEA staff and implementing partners.
  • Identifying and executing appropriate agreed upon methodology, field work, research, reporting and deliverables.

Qualifications

  • At least ten (10) years of international development experience involved in either performance monitoring or evaluation.
  • Experience designing, conducting and managing impact evaluations.
  • Experience  in designing, conducting, and managing baseline, midline, and end line surveys, sector assessments, studies, and analyses
  • Evidence of advanced evaluation design and advanced statistical analysis including multi-level modeling, propensity score matching, conducting power analysis for clustered evaluations and, fluency with a statistical software package desired.
  • Strong data analysis, English report writing, and presentation skills.
  • Able to effectively manage activities in a multi-cultural environment.
  • At least five (5) years of supervisory experience
  • Fluency in English required.
  • Fluency in French and Swahili preferred.
  • Must be a citizen of Kenya, Uganda, or Rwanda.
  • Experience working with USAID is preferred.
  • Experience working in East Africa is desired.

The Learning Advisor will be an experienced, organizational learning and knowledge management professional. Their duties will be to guide USAID/KEA’s staff and senior management team on how to implement collaborating, learning, and adapting (CLA) oriented practices throughout CDCS implementation, primarily by bolstering the Mission’s learning and adaptive management practices. This includes the following:

  • Overseeing all aspects of the Mission’s CLA activities, such as planning and budgeting for each assigned activity
  • Identifying appropriate staffing levels
  • Securing appropriate qualified staff
  • Supervising an internal team of local professionals and external, short-term consultants
  • Providing relevant technical guidance
  • Leading consultations with relevant USAID/KEA staff and implementing partners
  • Identifying and executing appropriate agreed upon methodology, field work, research, reporting and deliverables.
  • Assisting USAID/KEA to develop and implement a learning agenda.
  • Analyzing and testing the validity of hypotheses and assumptions embedded in strategy-level CDCS/RDCS results frameworks and project level logical frameworks and theories of change;
  • Planning for learning and distillation of lessons learned for use in Kenya, other East Africa missions, and elsewhere in the Agency.

Qualifications

  • A Master’s or higher degree is preferred in organizational development, , public policy or administration, business administration, knowledge management, political science, international relations or a related field, or other fields closely related.
  • At least ten (10) years of international development experience involved in either monitoring or evaluation, project management, knowledge management, project design, or strategy development.
  • Experience designing and implementing CLA activities in USAID missions and other organizations
  • Experience in developing and leading knowledge management programs, facilitating communities of practice, and social networking.
  • Experience with a wide range of development areas, such as monitoring and evaluation, gender, agriculture, economic growth, environment, democracy and governance, health, nutrition, and education.
  • Strong data analysis, and English report writing, and presentation skills.

  • At least ten (10) years of international development experience involved in either monitoring or evaluation; project management; project design, or strategy development.
  • Extensive experience developing performance indicators, MEL plans, and conducting DQAs.
  • At least five (5) years of experience in designing and implementing third-party monitoring activities. .
  • At least five (5) years of experience designing and conducting training in various MEL topics.
  • Strong data analysis, English report writing, and presentation skills.
  • Fluency in English required.
  • Fluency in French and Swahili preferred.

The Campaigns and Content team is looking for a Communications Analyst – Multimedia to contribute to the production of high-quality multimedia at IFC.

Specific roles and responsibilities of the desired candidate include:

  • Work with the Campaigns and Content team leads, and, the Multimedia Communications Officer, to coordinate the design of engaging visual and audio multimedia that are strategically linked to IFC’s corporate priorities.
  • Work with the Campaigns and Content digital lead, as well as others, to develop and rollout creative content, including tracking its impact. Identify untold stories, both internally and externally, and propose creative ideas for reporting on them in a compelling and creative ways.

Selection Criteria

  • Master’s degree in Communications, Journalism with two or more years’ experience in journalism, print and visual storytelling, or equivalent combination of education and experience
  • Experience producing and/or creating multimedia (videos, photography, audio stories, etc.), and creatively—and impactfully—disseminating it
  • Strong writing and editing skills in English (knowledge of Arabic, French, or Spanish is an asset)

Grant Finance Manager – OVC at World Vision

Purpose of Position

World Vision Kenya seeks a Grants Finance Manager for the anticipated USAID Local Partner Service Delivery Activity (LPSDA)-OVC Activity. The Grants Finance Manager will support the project in promoting Grants financial stewardship, accountability, reliability and accuracy of financial reports as well as implementation of USAID PEPFAR regulations and financial policies. Overseeing the financial management of implementing partners, risk assessment, capacity building and budget preparation & negotiation.

Major Responsibilities

Preparation of donor reports, 20%

  • Prepare donor reports in alignment with World Vision and USAID requirements
  • Maintain files for approved grants and special projects showing:
  • Agreement and donor regulations
  • Approved budget and proposals
  • Financial reports sent to donors
  • Any other grants correspondence
  • Review and where necessary provide appropriate expense codes for items requested by project staff to ensure accurate postings
  • Prepare analysis of grant expenditure for management action to help in monitoring the burn rate for grants and special projects.

Compliance with grants regulations requirements, 25%

  • Review expenses charged to grants for accuracy and completeness.
  • Ensure grant projects close out procedures are done according to the donor guidelines.
  • Ensure donor requested information is submitted on time.

Knowledge, Skills and Abilities

  • Minimum Bachelor of Commerce in Economics, Accounting/ Finance or Business related field from a reputable institution
  • Minimum 5 years of experience in accounting field and at least 4 years in grants management supporting large, complex projects over $15 million USD.
  • Professional qualifications in CPA (K) or ACCA
  • Sound Knowledge on grant accounting and extensive experience in managing donor funded projects e.g. USAID, DFID, UN etc. requirements as well as managing partner organizations.
  • Demonstrable experience in leadership, strategic thinking and results based management in grant financial matters and good understanding of Grants full cycle.

Knowledge, Skills and Abilities

  • Master’s degree in Public Health, International Development, Community Development, Public Administration, Development studies or any relevant field
  • 10+ years of extensive international development experience managing large OVC grants, working with local governments, civil societies and communities preferably in developing countries
  • Proven ability to manage technical assistance teams and ability to integrate teams of professionals around common goals
  • Familiarity with USAID and PEPFAR programs, their history and their development; mastery of USAID regulations governing such programs

Job Description

The Data Analytics Team mines client and staff-level data to draw out meaningful insights that enable the different departments and leadership teams to make better informed, data-driven decisions for greater impact to our clients. Our key activities include;

  • Design and deliver  Business Intelligence dashboards that give meaningful insights on performance at different stages of the program e.g. enrolment, prepayment, repayment and product adoption
  • Support Data Analysis needs of strategic program initiatives
  • Provide ad-hoc data requests and analytical services based on specific use-cases scoped out by different departments

Key Responsibilities 

Execution

  • Develop Data Strategy aligned to business goals- lead the development of user stories from the different stakeholders, and translate these into data models and work plans to meet their data analysis needs.
  • Guide team on effective methods to extract, aggregate, transform (using a statistical computing programming language such as R/Python) and load alternative data sets onto dashboards in excel and other visualization tools
  • Data mining using effective methods to track patterns, classify and/or  associate different data sets and build regression and predictive models
  • Use data visualizations tools (such as PowerBI)  to build data flows and share meaningful insights with the different departments – An ideal candidate should be able to integrate excel, R and different custom data connectors to the visualization tools
  • Identify and implement other data transformation tools apart from R

Planning and Forecasting

  • Lead implementation of department-level projects to deliver key results in line with the department and organization objectives
  • Effectively communicate the department vision and goals to the team, translate these to project plans and effectively deploy, allocate and coordinate team resources to execute
  • Plan Analytics team seasonal and monthly work pipeline to ensure the team is organized and operating smoothly

  • Bachelor’s Degree in Computer Science, Data Science,  Statistics, Actuarial Science or any other related fields
  • Experience in managing a team and passionate about building capabilities in others

Professional Skill Requirement:

  • Fluency with R mandatory. Familiarity with Python and other data transformation programming languages preferred.
  • Fluency with using SQL/ NoSQL to pull and edit data from databases and/or data warehouse
  • Experienced in data mining and building regression and predictive data models
  • Fluency with data visualization tools such as PowerBI and Tableau. (PowerBI is highly preferred)
