Senior Management and Programme Analyst at United Nations Environment Programme

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP’s Policy and Programme Division is responsible for the organization’s strategy, policy and programme coordination, and implements the organization’s performance review and monitoring. This position is in the Policy and Programme Division at the Nairobi Duty Station and is responsible for leading the Policy Coordination Unit. The Policy Coordination Unit guides and provides cross organizational support to the implementation of the environmental dimension of the 2030 Agenda and the Sustainable Development Goals. Working with and through other UN Agencies, UNEP’s Divisions and Regional Offices, the Policy Coordination Unit promotes UNEP delivery coherence in the context of UN Reform. Under the direct supervision of the Director, and within delegated authority, the incumbent will be responsible for the following duties:

Responsibilities

1. Provides senior policy advice to the organization’s leadership, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional policies and procedures. Directs policy research papers, prepares corporate positions and presents information gathered from diverse sources.

2. Develops, implements, monitors and evaluates assigned programme/projects. Provides direction and sound and innovative advice on a wide range of issues, including developing policy and strategies for issues on a long-term and large-scale basis to ensure timely and cost effective delivery of results that ensure the best interests of the organization and its member states.

3. Delivers thorough well-reasoned contributions, e.g., policy recommendations, complex papers, analysis, substantive sections of reports and studies, publications, etc. Implements corrective action with respect to operational issues.

4. Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. Directs substantive support to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

5. Manages outreach activities; designs and conducts workshops, seminars, including to develop corporate positions, makes presentations on assigned topics/activities.

6. Carries out programmatic/administrative tasks necessary for the functioning of the Division, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance, interviews of candidates for job openings and evaluation of candidates.

7. Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff.

Education

Advanced university degree (Master’s degree or equivalent) in environmental policy, economics, law, public affairs, environmental science or a related field. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years (10) of progressively responsible experience in project or programme management, administration or related area, including at least 5 in an international setting, on intergovernmental and inter-agency affairs is required.
Knowledge of a broad range of environment and sustainable development issues is required.
Work experience with the Agenda 2030, Sustainable Development Goals implementation and experience in the UN system is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

CAMRIS seeks a Monitoring Team Lead for the upcoming USAID/Kenya and East Africa (USAID/KEA) Evaluations, Assessments, and Analyses program. The USAID/KEA is seeking support in three areas: designing and implementing both quantitative and/or qualitative evaluation studies; developing and delivering evaluation and assessment training to USAID, its implementing partners, and local institutions to support USAID EAA needs; and build the capacity of local monitoring and evaluation (M&E) specialist to lead future activities.

Responsibilities

The Monitoring Team Lead will be responsible for the overall management and functioning of all third-party monitoring, and capacity building activities. This includes:

  • Overseeing all aspects of third party monitoring activities, such as planning, budgeting, recruitment of consultants, designing and implementing each assigned activity.
  • Incorporation of M&E considerations into USAID/KEA’s strategy as it is developed and finalized and into USAID/KEA program and activity design;
  • Assisting in the development of mission’s performance management plan (PMP) and project and activity monitoring, evaluation and learning (MEL) plans
  • Assisting implementing partners to develop effective indicators
  • Conducting data quality assessments (DQAs)
  • Designing and conducting training in MEL topics to staff of USAID, Implementing partners, and other organizations recommended by USAID/KEA.
  • Identifying appropriate staffing levels.
  • Securing appropriate qualified staff.
  • Managing an internal local team of monitoring specialists, and external short-term consultants.
  • Providing relevant technical guidance.
  • Leading consultations with relevant USAID/KEA staff and implementing partners.
  • Identifying and executing appropriate agreed upon methodology, field work, research, reporting and deliverables.
  • Tracking, analyzing and summarizing mission performance monitoring data using graphs, maps, and charts to facilitate mission decision-making.

Qualifications

  • A Master’s or higher degree is preferred in organizational development, public policy or administration, business administration, research methods,  knowledge management, political science, international relations or a related field.
  • At least ten (10) years of international development experience involved in either monitoring or evaluation; project management; project design, or strategy development.
  • Extensive experience developing performance indicators, MEL plans, and conducting DQAs.
  • At least five (5) years of experience in designing and implementing third-party monitoring activities. .
  • At least five (5) years of experience designing and conducting training in various MEL topics.
  • Strong data analysis, English report writing, and presentation skills.
  • Fluency in English required.
  • Fluency in French and Swahili preferred.
  • Able to effectively manage activities in a multi-cultural environment.
  • At least five (5) years of supervisory experience.
  • Must be a citizen of Kenya, Uganda, or Rwanda.
  • Experience working with USAID is preferred.
  • Experience working in East Africa is desired.

Purpose of Position

World Vision Kenya seeks a Grants Finance Manager for the anticipated USAID Local Partner Service Delivery Activity (LPSDA)-OVC Activity. The Grants Finance Manager will support the project in promoting Grants financial stewardship, accountability, reliability and accuracy of financial reports as well as implementation of USAID PEPFAR regulations and financial policies. Overseeing the financial management of implementing partners, risk assessment, capacity building and budget preparation & negotiation.

Major Responsibilities

Preparation of donor reports, 20%

  • Prepare donor reports in alignment with World Vision and USAID requirements
  • Maintain files for approved grants and special projects showing:
  • Agreement and donor regulations
  • Approved budget and proposals
  • Financial reports sent to donors
  • Any other grants correspondence
  • Review and where necessary provide appropriate expense codes for items requested by project staff to ensure accurate postings
  • Prepare analysis of grant expenditure for management action to help in monitoring the burn rate for grants and special projects.

Compliance with grants regulations requirements, 25%

  • Review expenses charged to grants for accuracy and completeness.
  • Ensure grant projects close out procedures are done according to the donor guidelines.
  • Ensure donor requested information is submitted on time.

Leadership and Staff Management, 15%

  • Ensure the grant operate within WV internal control systems to mitigate risks and ensure accountability that will result in good audit ratings
  • Ensuring payroll grant charges for assigned grant are accurately captured through the LDR system.
  • Work with the donors to develop Terms of reference for special purpose grant audits

Other duties 5%

Knowledge, Skills and Abilities

  • Minimum Bachelor of Commerce in Economics, Accounting/ Finance or Business related field from a reputable institution
  • Minimum 5 years of experience in accounting field and at least 4 years in grants management supporting large, complex projects over $15 million USD.
  • Professional qualifications in CPA (K) or ACCA
  • Sound Knowledge on grant accounting and extensive experience in managing donor funded projects e.g. USAID, DFID, UN etc. requirements as well as managing partner organizations.
  • Demonstrable experience in leadership, strategic thinking and results based management in grant financial matters and good understanding of Grants full cycle.
  • Strong leadership and demonstrated ability to work independently and within a team, prioritize tasks and manage multiple activities with attention to detail, meeting tight deadlines under pressure

Purpose of Position

    • Lead the planning of project activities and set high quality performance targets ensuring adherence to technical standards, WV regulations, best practices and donor guidelines.
    • Design strategies, partnerships and interventions to guarantee the project is gender and ability-sensitive and that WV and implementing partners are accountable to beneficiaries.

Knowledge, Skills and Abilities

  • Proven ability to manage technical assistance teams and ability to integrate teams of professionals around common goals
  • Familiarity with USAID and PEPFAR programs, their history and their development; mastery of USAID regulations governing such programs

Job Description

Key Responsibilities 

Execution

  • Develop Data Strategy aligned to business goals- lead the development of user stories from the different stakeholders, and translate these into data models and work plans to meet their data analysis needs.
  • Guide team on effective methods to extract, aggregate, transform (using a statistical computing programming language such as R/Python) and load alternative data sets onto dashboards in excel and other visualization tools
  • Data mining using effective methods to track patterns, classify and/or  associate different data sets and build regression and predictive models
  • Use data visualizations tools (such as PowerBI)  to build data flows and share meaningful insights with the different departments – An ideal candidate should be able to integrate excel, R and different custom data connectors to the visualization tools
  • Identify and implement other data transformation tools apart from R

Planning and Forecasting

  • Lead implementation of department-level projects to deliver key results in line with the department and organization objectives
  • Effectively communicate the department vision and goals to the team, translate these to project plans and effectively deploy, allocate and coordinate team resources to execute
  • Plan Analytics team seasonal and monthly work pipeline to ensure the team is organized and operating smoothly
  • Participate in relevant Working Groups to collaborate with colleagues to move forward on key initiatives.

Team Management and Training

  • Manage and mentor a team of 3 analysts to ensure delivery of high-quality data analysis and actionable insights for our Headquarters and field teams to drive the performance of our program.
  • Capacity building- An ideal candidate would be willing to build the skills of the team to provide more effective analytical support. This would include improving predictive modeling/analyses.

Strategy, Vision and Stakeholder Management

  • Set intermediate goals and metrics for the team in line with the department objectives. An ideal team lead would be able to match these goals to the overall department and organizational objectives
  • Measure progress against goals, regularly report on progress, and hold the team accountable for delivering results in key strategic areas
  • Oversee key stakeholder relationships and lead communication with other departments- The candidate should be able to communicate key goals of the team and assess the viability of different analysis requests and workflows against the goals and direction of the department

Qualifications

Basic Qualification:

  • Bachelor’s Degree in Computer Science, Data Science,  Statistics, Actuarial Science or any other related fields

Professional Skill Requirement:

Logistics and Customer Service Specialist at Pfizer

Job Purpose

The Logistics and Customer Service Specialist is the interface between logistics service providers, clearing agents, Key Account Managers, Demand & Supply Planning and Customers, the role encompasses:

  • Manages sales orders from customers across the East Africa Region. This includes orders receipt, acknowledgement, and input on E1.
  • Processing and Supply of orders in a timely and efficient manner to Government Institutions and Wholesalers in the East African markets
  • Updates & follow up on order status & shipping details for the weekly estimates while keeping all customers informed
  • Identification of potential supply problems in supply chain, development and implementation of necessary preventive and corrective actions
  • Improvement of Logistics and Distribution costs
  • Improvement for the obsolescence stock
  • Managing claims by doing proper investigation and accrual process.
  • Accurate invoicing in line with the Pfizer compliancy policies and revenue recognition rules
  • Manage the smooth delivery and business continuity of Pfizer products to the East African Region
  • Enhance the supply and distribution operations to be in line with Pfizer Global Supply standards.
  • Drive continues improvement and operational excellence and share best practices with the Sub Saharan Africa team.
  • Preparation of all logistics reporting including route cause analysis.
  • Partakes in the Operational Review Meetings logistics topics, which includes a review of the Balanced Score Card Metrics.
  • Provides support to the SSA GSC Cluster Lead in implementing new processes or continuous improvement projects.

Key Accountabilities (the main results the job holder is accountable for delivering)

Customer Service Operations:

  • Management of a Customer Sales Order from receipt until product delivery through a streamlined and competent process flow (including pricing set up, preparation of required shipping documents, invoices, credit notes, import permits, E1 systems execution, etc.)

Key interfaces:

  • Institutional Customers and Wholesalers
  • Internal Stakeholders (particularly Demand Planning, Key Account Managers)
  • Third Party Service Provider(s)
  • Shipping/Airline as required
  • Government Authorities (Customs, Ministry of Health, Hospitals, as required)

Key Requirements / Performance Metrics:

  • Deliver on Time as per Purchase Order (if product is available in market/ not applicable for stock-out products)
  • Minimum Lead Time to Customer
  • Import Permit Lead Time (follow up efficiency)
  • Accuracy of E1 Inventory (corrections completed in the system required at order processing stage)
  • Timely and Accurate Documentation (including Invoice, Shipping documents, Customs Bill, Proof of Delivery, Certificate of Analysis, any market specific document) – traceability of documentation (system and physical)
  • Cost Optimization (through finding efficiencies in process, consolidation, mode changes, waste reduction, etc.)
  • Minimum Customer Complaints
  • Accurate reporting of Weekly Period Estimates
  • Receipt of, acknowledgement and response to customer complaints; recording and tracking of complaints by market
  • Verify, record and track penalty related claims from customers
  • Issue, record and track undertakings to customers for low shelf life products
  • Verify, record and track Debit Notes for Clearance and Delivery at destination
  • Identify, record and track exception costs resulting in the Order to Delivery process (urgent shipments, overtime, cancellation, etc.)
  • Monthly / bi-weekly update to customer (as defined by market sensitivity and size) of no-stock products (order, quantity, availability, etc.) and business colleagues (as relevant)
  • Interface with Demand Planning to align on customer orders (pending orders, backorders, priority orders, allocations, etc.) in ensuring minimum no-stock, minimal penalty on customer orders
  • Price book set up and bank documentation where necessary
  • Provide support to other GSC colleagues as back-up while on leave and when necessary related market deliverables

Logistics Operations:

  • Responsible for the planning, organizing, directing and controlling of warehousing/storage, order fulfillment, transportation, and inventory control activities within the Logistics Service Provider.
  • Work with the LSPs to ensure inventory accuracy is maintained at established levels via execution of cycle counts, annual physical inventory activities, analysis and reconciliations.
  • Monitors the LSP’s operational performance against agreed service levels and implement required corrective actions when deviations occur.
  • Serves as key liaison between the LSP, local business units, and regional and global logistics and supply functions and Pfizer Global Supply on matters related to local logistics and supply operations.
  • Identifying opportunities for cost improvements (CIP) related to local market logistics operations while maintaining efficiency and performance levels.
  • Responsible to ensure that all information management systems, data management processes and interfaces operate appropriately to support all key GSC drivers for success and delivery of agreed service levels.
  • Responsible to monitor metrics and issue resolution with local, regional or global teams that provide data and information systems services.
  • Establish and support local and regional GSC Operational Review Meetings.

Sales & Operations Planning (S&OP):

  • Support monthly S&OP process with cross functional participation from Business Units, Sales, Marketing, Regulatory and Finance as well as GSC team with the objective of improving supply chain metrics and meeting financial targets.
  • Report monthly On Time In Full metrics in the S&OP meetings.
