United Nations Job Vacancy : Administrative Officer

The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UN Environment’s Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This position is located in the Ecosystems Division at the Nairobi duty station. Under the direct supervision of the Finance and Private Sector Coordinator (FLCB) and under the overall supervision of the Coordinator of FLCB, the incumbent will perform the following duties:

Responsibilities

  • Effectively coordinate actions relative to the administration of human resource activities of the Land Use Finance Project, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
  • Take the lead with respect to the preparation and implementation of the work programme of the Land Use Finance project, ensuring that financial resources are utilized to implement activities in accordance with the Budget and allotments issued in a swift and timely manner.
  • Monitor and review the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan (i.e. results-framework). Coordinates the production of programme reports.
  • Define requirements and work with systems units with respect to improving budget reporting systems and cost-effective utilization of program resources.
  • Develop procedures and implement the same to ensure that accounting and financial management controls are consistent with UN policy and practice.
  • Supervise and/or provide guidance on financial administration and management information issues and practices to colleagues.
  • Oversee work related to procurement and receipt of income from government and other donors for the Land Use Finance Project and ensure timely transfer to one or several finance facilities that UN Environment is partnering and working with.
  • Draft and consult on legal agreements with staff in Corporate Services Division and Ecosystems Division, and other colleagues as needed. Finalize and process legal agreements based on consultation.
  • Oversee procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
  • Oversee the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary.
  • Perform other related duties as required.

  • PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies of the Land Use Finance Project; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
  • ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments of the Land Use Finance Project; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education

  • Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Work Experience

  • A minimum of five (5) years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required.
  • Experience in dealing with complex contracts and financial management is highly desirable.
  • Experience of working in a UN Secretariat entity is an advantage.
  • Knowledge of UN ERP system (Umoja) and UN Secretariat rules and regulations is an advantage.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another UN official language is an advantage
