STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
Work Experience: A minimum of seven (7) years of progressively responsible work experience in Security.
Language: Fluency in both oral and written English. Fluency in Kiswahili.
ORGANIZATIONAL CONTEXT
The Security Unit in the Regional Bureau for East and Central Africa (RBN) needs to strengthen its national capacity through the creation of a Senior Security Associate G7 position. The role has a strong focus on Regional Bureau staff and office security requirements; it complements the work conducted by the Kenya Security Unit and allows the Regional Security Officer (RSO) to more strategically focus on Country Office support and oversight.
JOB PURPOSE
The position has the primary responsibility to ensure the day-to-day management and update of regular security systems that support Regional Bureau staff (security plans, warden system, briefings, regular communication); the incumbent will also provide security training to non-security staff in the region, with specific focus on women Safety Awareness Training (SAT); will collect, analyse and manage oversight data for the region; and will provide administrative support to the regional security team.
KEY ACCOUNTABILITIES (not all-inclusive)
Operational and Oversight
- Ensure that the Regional Bureau (RB) Office Security Plans are up-to-date; are aligned to WFP policies, to the evolving context and emerging threats, to the United Nations Security Management System (UNSMS), and are available to all RB staff;
- Oversee the implementation of measures for improving emergency and contingency planning documentation, including physical preparedness and procedures to support preparedness for RB crisis management;
- Attend the Kenya Security Cell meetings and brief the Regional Security Officer (RSO) to ensure all staff and managers are kept abreast of relevant contextual and policy developments;
- Liaise with the United Nations Department of Safety and Security (UNDSS), the Kenya County Office (CO) Security Unit and other in-country relevant stakeholders to ensure WFP management and staff are fully briefed on relevant security matters;
- Provide security analysis inputs and reports as required, in coordination with the Regional Bureau security analyst and the Kenya County Office Security unit;
- Manage the Regional Bureau (RB) Zone Warden plan ensuring that staff and wardens are well-versed with Standard Operating Procedures (SOPs), and that staffing lists are updated and disseminated to wardens; advise on and implement revisions and improvement of SOPs as required by the evolving context; act as the Chief Warden for national staff; conduct test exercises simulating the actual occurrence of an incident;
- Manage the Regional Bureau (RB) Fire Warden system, ensuring that enough Fire Wardens are appointed and fully understand their responsibilities; liaise with the United Nations Office in Nairobi (UNON) Chief Fire Warden to ensure that all fire appliances are maintained and serviceable, that fire orders and building evacuation SOPs are clearly displayed at strategic locations around RB facilities and that regular fire drills are conducted;
- Conduct field missions to provide operational support when requested by the Regional Security Officer and/or management;
- Conduct Residential Security Measures (RSM) Assessments of International staff residences;
- Conduct security briefings to visiting and newly appointed staff and to workshop participants;
- Support the maintenance and management of security equipment and make recommendations to strengthen technology capacity in line with business requirements;
- Maintain the RB staff and dependents list for on forwarding to UNDSS; maintain an updated list and contacts of Field Security Officers (FSOs) and Security Focal Points (SFPs) within the RBN region and provide updates to the Security Division (RMQ) as necessary;
- Report all cases where RB personnel and/or their eligible family members have been involved in any significant security incident into the Security Information Management & Security Analysis Support System (SIMSAS);
- Liaise with Kenya Country Office and Somalia Country Office to ensure support to the RB and vice versa to fill temporary capacity gaps;
- Ensure oversight, monitoring and communication to WFP Headquarters of the implementation of Security Assistance Missions recommendations;
- Implement and maintain Minimum Operational Security Standards (MOSS) measures for the office.
OTHER KEY ACCOUNTABILITIES
Training
- Coordinate the deployment of the Women’s Security Awareness Training (WSAT) in the region and facilitate / deliver trainings sessions in RBN Country Offices as required;
- Organise and assist in the delivery of any other Security Awareness Training as directed by the Regional Security Officer;
- Train wardens and alternates, once formally appointed, ensuring that all staff are aware of their responsibilities in respect to the warden plan; ensure all RB staff understand fully their roles within a warden system;
- Coordinate and arrange security-related events for trainings and workshops to be held within the Regional Bureau (including the Security Division Workshop, Security Awareness Training, Advanced Local Security Assistant (LSAs) training and RBN Security Focal Point Training;
- Act as the focal point for all SSAFE Training requests for the Regional Bureau by organizing attendance and maintaining data of all staff who have attended;
- Maintain Security Training Records for RBN;
- Guide and coach staff, including Security Administrative Assistants and Business Support Assistants in the region, and support them in carrying out their responsibilities and ensure alignment with WFP and UN policies.
Administrative
- Maintain the Regional Bureau Security Unit Team Work Space library regarding security documentation and policies, security updates and information;
- Answer to a range of complex queries, supporting resolution of daily issues in order to facilitate maintenance of right contacts and support partnerships with local authorities, UNDSS and various vendors in the area of responsibility;
- Organize and manage travel requirements for the Regional Security Officer and Security Unit staff; act as leave monitor for the security team.
Procurement & Budget
- Establish detailed budget requirements for the regional Security Office and liasie with the Security Division for approval; monitor status of relevant expenditures and ensure appropriateness of expenditures within approved budget; compile reports on use of funds against allocated budget;
- Arrange for the purchase and control of security office equipment, ensuring timely supply of requested items for the unit and control over maintenance of the unit office equipment;
- Assist with day-to-day administration of contracts with external contractors, checking contractors’ invoices against goods and services provided, and process payments.

- Has provided expert technical guidance and training to staff members within area of expertise and provided business process support
- Has supported the collation of data, analysis and drafting reports that inform security operations activities
