The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations System and serves as an authoritative advocate for the global environment. The overall objective of UNEP’s Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. This post is located in the Economy Division’s Air Quality and Mobility Unit (https://ift.tt/37ofNk7) at the UNEP Headquarters in Nairobi, Kenya. The staff member will be under the general supervision of the Head of the Air Quality and Mobility Unit and the direct supervision of the Programme Officer, Air Quality.
Responsibilities
Programme Management: Works with key clients to facilitate the development, implementation and evaluation of a new Global Environment Fund electric mobility programme, a new air quality project and non-motorized transport projects at regional, country, cities and urban areas levels, etc.; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. Carries out basic research on selected aspects of air quality and mobility programmes, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources. Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies. Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions. Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
Programme Administration: Assists in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc. Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
Finance and Budgeting: Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.), supports fundraising for activities and programs, and prepares related documents/reports (pledging, work programme, programme budget, etc.).
Participates in field missions, including provision of substantive and administrative support, data collection, etc.
Performs other duties as required.

Education
An advanced university degree (Master’s degree or equivalent) in environmental sciences, transport or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of two years of progressively responsible experience in project/programme management is required.
A minimum of one-year experience at the international level working with developing countries and in the regions of Africa and Asia is required,.
Substantive knowledge of, and technical and practical expertise in environment, clean transport, clean fuels and vehicles and/or non-motorized transport projects and programmes is desirable.
Experience dealing with large international donor institutions (proposal writing, project reporting, budget supervision etc.) is an asset.
Languages
English and French are the working languages of the United Nations. For the post advertised, fluency in English is required. Knowledge of another UN language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
