Corridor Service Manager – Consultant level II at World Food Programme

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

 

The RBN Supply Chain, jointly with Supply Chain Division, has embarked on the development and implementation of a crucial initiative to integrate and streamline all aspects of the Supply Chain Service Provision respect to Corridor Management, both towards internal and external partners. Corridor Management includes the Service Plan & Operation, the Service Governance, the Service Evaluation, the support System Development and the Change Management, all components playing a crucial role in the achievement of the RBN objectives.

RBN is now hiring a resource as Corridor Service Manager to provide support and business expertise in the design and implementation of Supply Chain corridor service solutions, to ensure quality and consistency of the products developed by the Corridor Management team and act as internal focal point in the Regional Bureau with other Regional Bureau functions and the COs, as well as to oversee the corridor operations and provide operational guidance and advice to the stakeholders.

The position will be based in Nairobi working in strict coordination with the business experts and involved stakeholders under the direct supervision of the Senior Regional Logistics Officer. Missions to HQ and Country Offices may be required.

STANDARD MINIMUM QUALIFICATIONS
Education:
  • Advanced university degree in business administration, engineering, statistics, economics, supply chain or university degree with experience and advance course / training in one or more of the following disciplines: supply chain, information management, business computer science, process management or any other related field.
Experience:
  • At least 5 years (of which 2 international) of postgraduate progressively responsible professional experience in supply chain operations, business solutions, data analysis models and systems, service organization and planning, change management or any other related fields.
  • Proved knowledge of WFP Supply Chain, WFP business processes, data analysis and performance management.
 
Languages: Working knowledge of English. Intermediate knowledge of a second official UN language is desirable.
KEY ACCOUNTABILITIES (not all-inclusive)

The Corridor Service Manager will be responsible for the following activities:

  1. Implement the service governance, in terms of organizational structure, service planning and costing, risk management and other related matters.
  2. Provide guidance to the stakeholders on the implementation of the corridor service in all its aspects.
  3. Ensure that the business processes (including related organizational information) and RACI supporting the corridor service provision are performed consistently and in line with the WFP corporate standards.
  4. Support from an operational viewpoint the collection and clarification of business requirements for the continuous alignment of the corridor service provision and relevant support systems to the best business practices.
  5. Liaise with stakeholders when required and coordinate RBN corridor teams’ workload and priorities for the timely and effective reach of the corridor service deliverables.

  1. Provide business input for the development and implementation of statistical data analysis on logistics and financial corridor information to highlight areas of operational and financial performance improvement.
  2. Organize and perform, in consultation with the Regional Logistics Officer, the support missions to the COs for the effective implementation and review of the service.
  3. Support the Senior Regional Logistics Officer in the preparation of Corridor Management Committee meetings.
  4. Perform any other duties requested by the Senior Regional Logistics Officer.
DELIVERABLES AT END OF CONTRACT

  • Service provision planning/budgeting guidelines properly implemented by the COs.
  • Service provision governance and organizational guidelines implemented in the RB and in the COs.
  • Service provision business processes implemented.
  • Documentations for Senior Management developed as required.
  • Excellent assessment of offered solutions to problems/issues.
  • Quantitative qualitative analysis and assessment of corridor operations vs benchmarks (KPI management).
  • Support and guidance to COs effectively provided.
  • Maintain constructive and positive relationships with staff at all levels to ensure a successful implementation of the Corridor Management initiatives.
