The Jesuit Refugee Service (JRS) is an international Catholic organization with a mission to accompany, serve, and advocate on behalf of refugees and other forcibly displaced persons, that they may heal, learn, and determine their own future. Founded in November 1980 as a work of the Society of Jesus, JRS was officially registered on 19 March 2000 in Vatican City as a foundation.
JRS is present in over 50 countries worldwide, providing assistance to almost 680,000 individuals. The work is overseen by 10 regional offices with support from the International Office in Rome. In Kenya, JRS has two projects an urban refugee project in Nairobi focusing on Education and Livelihoods and field project in Kakuma Refugee Camp focusing on Education, Integrated psychosocial inclusive Education programme in Centers and Safe Shelters.
JRS Kenya is seeking to recruit a suitable candidate for the position of Monitoring, Evaluation, Accountability and Learning (MEAL) Officer. Under the support of Country Programme Officer, the MEAL Officer will contribute in designing, developing and implementing effective M&E and accountability systems and processes with an aim of improving programme quality. MEAL Officer will raise initiatives among all departments to produce capacity building and strengthening sessions for staff and partners.
Responsibilities of the Job
- Support programs planning processes, particularly on intervention and contribute to ensuring adherence to international quality standards,
- Support the development of logical frameworks and MEAL plans in project proposals, in consultation with the Country Programme Officer,
- Support MEAL and project staff in timely development and implementation of monitoring framework and tools,
- In collaboration with the Country Programme Officer, lead field-level assessments, including baseline, mid-term, end-line and post-distribution monitoring surveys.
- Keep up-to-date feedback files of beneficiaries’ feedback and complaints,
- Take lead in transforming experiences and individual learning into institutional learning that impacts on how the organization operates (suggest changes to structures, systems, tools, manuals, etc) and suggest general staff capacity building programs.
- Support the management of evaluations in compliance with JRS and CHS standards and donor’s regulations,
- Translation of data to the Donor requirements of the reports,
- Ensure regular, timely submission of projects’ reports to Country Programme Officer, providing accurate information and in the appropriate format,
- Perform other duties as assigned by Supervisor.
Qualifications & Skills:
- Bachelor’s degree in a directly related field, such as operations research, quantitative analysis or any other filed with work experience in a directly related field will be considered in lieu of graduate degree.
- Proven knowledge of computerized systems, high degree of computer literacy and word processing & spreadsheet /excel skills
- At least 2 years working year of relevant work experience in refugee set up.
- Previous experience working in humanitarian or and development at least 1 year.
- Previous experience in facilitating remote capacity building and strengthening sessions is preferred.
- Experience with statistical packages such as SPSS or any other analytical software is preferred.
- Knowledge of Core humanitarian standards and codes, including SPHERE is preferred.
- Strong communication, negotiation and problem solving skills.
- Familiarity with the issues of urban and village water systems and networks,
- Proven understanding of Do No Harm principles and methodology with applied experience implementing projects with/for women and girls.
- Must be computer-literate, particularly in programs such as MS Word and MS Excel.
- Strong organizational and collaboration skills required, with the ability to work independently and be self-directed, as necessary.
- Must work well as a member of a team, with willingness to travel throughout project sites, sometimes staying overnight, as the job requires.
- Ability to meet deadlines, performing duties on time and possessing time management skills.
- Professional attire and grooming in addition to customary speech skills.
- Ability to work under pressure, making decisions in urgent situations problem solving skills
