Org. Setting and Reporting
The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. This position is located primarily in the UN-Habitat, Urban Planning and Design Branch (UPDB). Under the direct supervision of the Unit Leader, Climate Change Planning Unit (CCPU), UPDB, the incumbent will be responsible for the following duties:
Responsibilities
Under the direct supervision of the Unit Leader, Climate Change Planning Unit (CCPU), in the Urban Planning and Design Branch (UPDB), the Programme Assistant will be responsible for the following duties:
•Assists in the coordination of programme/project planning and preparation work for CCPU programmes and projects; monitors status of programme/project proposals and receipt of relevant documentation for review and approval.
•Reviews project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval.
•Serves as focal point for financial and administrative coordination of programme implementation activities in CCPU to initiate requests, obtain necessary clearances, process and follow-up on financial and administrative actions, e.g. budgets, recruitment and appointment of personnel, travel arrangements, training/study tours, payments, disbursement of funds, procurement of equipment and services, etc.
•Provides general office assistance; responds to complex information requests and inquiries; reviews, logs and routes incoming correspondence; sets up and maintains files/records; organizes meetings, workshops; handles routine administrative tasks, such as maintaining attendance records, assessing telephone billing, etc.
•Provides guidance/training to new/junior staff.
•Performs other duties as assigned.

Understanding of the functions and organization of the work unit and of the organizational structure and respective roles of related units. PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
Education
Completion of High school diploma or equivalent is required. Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application. Training in using SAP (Umoja) Enterprise Resource Planning (ERP), Excel, Access and other analytical tools would be an asset.
Work Experience
A minimum of five years of experience in project administration, finance and budget or related area is required. Experience in applying United Nations rules and procedures is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
Appointment against this post is on a local basis. This is a project post funded for an initial period of one year and may be subject to extension. External candidates will be considered only when no suitable candidate from the duty station is identified. The candidate is responsible for any travel expenses incurred in order to take up the appointment.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
