The Head of Security is responsible for the following: –
- Developing and enforcing security policies, operating procedures, and standards;
- Overseeing reviews on security matters as per the laid down standards, rules and regulations;
- Managing and evaluating the security procedures and disasters management programmes;
- Coordinating enforcement of security and safety procedures in IPOA;
- Overseeing investigation of security incidences;
- Coordinating the management of IPOA contracted security personnel;
- Coordinating training and development of the IPOA security staff;
- Ensuring that appropriate security measures and mechanisms are put in place to guard against unauthorized access;
- Disarming and taking custody of arms from complainants;
- Briefing and debriefing staff before and after emergency operations;
- Gathering intelligence and issuing security alerts/advisories to staff;
- Conducting security risk analysis;
- Liaising with law enforcement agencies, commissions and professional organizations mandated to conduct investigations into incidents of fraud and other irregularities; and
- Overseeing supervision, staff development and performance appraisal.

Qualifications
For appointment at this grade, an officer must have: –
- Served in the grade of Principal Security Officer, for a minimum period of three (3) years or twelve (12) years in a comparable and relevant position in the Public or Private Sector;
- Bachelor’s degree in Criminology or any other related and equivalent qualification from a recognized Institution;
- Master’s degree in Criminology or any other related and equivalent qualification from a recognized institution;
- Undergone six (6) weeks approved security investigation course at Criminal Investigation Department (CID) Training School or any other related and equivalent qualification from a recognized Institution;
- Certificate in either Corporate Governance or Strategic Leadership Development Programme or equivalent qualification lasting not less than three (3) weeks from a recognized institution;
- Registered with a relevant Professional Body where applicable
- Ability to use computer application;
- Demonstrated integrity, professional competence and ability in planning and controlling internal audit activities.

The Head of Investigations will be responsible to Director, Investigations.
Job Description
Specific duties and responsibilities for the position of Head, Investigations will entail:-
- Developing, reviewing and implementing strategies, policies, plans, standards and procedures as per the Authorities strategic plan and delivery and quality assurance of investigations;
- Liaising with the judicial agencies, victims, witnesses and other stake holders on cases under investigations;
- Analysing evidence and information on investigations and provide material facts for completion of investigations in accordance with the Act, regulations and policies;
- Enforcing implementation of training manuals and materials for investigations;
- Coordinating investigations teams and investigation activities;
- Providing clear concise and accurate periodic reports;
- Providing regular investigation reports and updates; prepare, monitor, report on the Directorate’s annual work plan, budget and strategic plan; prepare detailed periodic internal and statutory reports;
- Supporting prosecution process in court;
- Identifying and documenting gaps in operational processes and systems and recommending corrective action;
- Reviewing and auditing all complaints investigated;
- Overseeing investigations of all cases referred to Internal Affairs Unit by the Authority to ensure impartial and timely completion of the same;
- Supervising, appraising, training and developing staff in the Department; and
- Leading and conducting investigations into high priority, sensitive and complex cases.

Job Specification:
For appointment to this grade, an officer must have:-
- Served for a minimum period of three (3) years in the grade of Principal Investigations Officer or twelve (12) years in investigations or a comparable and relevant position of which three (3) must have been in an investigations management position including supervising teams, in an investigation agency in the Public Service or Private Sector;
- A Bachelor’s degree in any of the following disciplines:- Forensic Science, Criminal Justice, Criminology, Law, Social Sciences or equivalent qualifications from a recognized institution; and
- A Master’s degree in any of the following disciplines:- Forensic Science, Criminal Justice, Criminology, Law, Social Sciences or equivalent qualifications from a recognized institution;
- Certificate in either Corporate Governance or Strategic Leadership Development Programme or equivalent qualification lasting not less than three (3) weeks from a recognized institution;
- Registered with a relevant Professional Body where applicable
- Must have in-depth knowledge and technical expertise in criminal investigations including criminal investigations in Kenya;
- Ability to use computer application;
