Senior Technical Officer-Community Services at FHI 360

The Senior Technical Officer- Community Services will be responsible for providing leadership, technical oversight, and strategic direction for community and patient engagement in linkage, retention in and adherence to HIV services towards achievement of the Activity targets across the three 90s while ascertaining quality of the program.  The candidate will provide mentorship, coaching and regular updates to technical officers, peer educators, mentor mothers and fathers, adolescent champions, community health volunteers  with a goal of increasing access to ART, Viral Load and psychosocial services while tailoring HIV care for pediatrics, adolescents and adults in supports sites. The position works with all project teams across the five counties of Baringo, Kajiado, Laikipia, Nakuru and Samburu.

ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES:

  • Works closely with HTS providers to ensure successful linkage and adequate treatment preparation of newly identified HIV clients
  • Works closely with peer educators, community volunteers and mentor mothers/fathers to support PLHIV to stay in care especially in the first 1-6 months after ART initiation
  • Plans and oversees the initiation and implementation of retention activities and stigma reduction/adherence strengthening at HSDSA supported health facilities.
  • Ensures training of HCW, PE, mentor mothers/fathers in stigma reduction, with emphasis on National approaches.
  • Provide leadership in the design and coordination of training activities in retention, adherence support and linkage for community health workers and PLHIV
  • Advise and oversee the implementation of Standard Operating Procedures (National and project specific) for PE, Mentor Mothers/Fathers Community linkages and defaulter tracing at within HSDSA.
  • Ensures adoption and implementation of the defaulter tracking tools and tracing system as per SOPs at all HSDSA supported sites
  • Provides technical assistance to health care facilities for planning, implementation and evaluation of proactive patient tracing and retention systems 9including text for adherence T4A) and related data management, data quality assurance, data summarization and analysis
  • Provide TA and facilitate the establishment, growth and graduation of psychosocial support groups for PLHIV (PMTCT, Pediatric, General, and Adolescent) and to ensure greater involvement of peer educators, expert patients, community gatekeepers in Stigma Reduction, adherence and psychosocial support of people living with HIV and patient tracing activities.
  • Strengthen HIV community mobilization activities and linkages with community- based organizations to increase support for HIV activities and to demystify HIV in the community to include graduations of HEI and PLHIV
  • To roll out PHDP concepts at HSDSA supported health facilities
  • Lead and participate in treatment literacy sessions for PLHIV in supported sites.
  • Identify best practices on Community Facility linkages, Stigma reduction and defaulter tracing activities in project sites for demonstration of success.

    KNOWLEDGE, SKILL, ABILITIES, EXPERTISE AND COMPLEXITY:

  • Three (3) years project management experience working in adherence, counseling and psychosocial support and community linkages in HIV care and treatment/PMTCT.
  • Familiarity with the Kenya Health system including NASCOP HIV program implementation and documentation.
  • Possess adequate facilitation, mentoring and counseling skills.
  • Familiarity with HIV community programs and facility retention programs including peer education.
  • Possess good organization skills, written/verbal communication skills and capable of working in a team.
  • Proficient Computer skills (Ms Word, Ms Excel, Ms Power Point

KEY PERFROMANCE INDICATORS:

  • 95% retention of PLWHIV at 12 months in care
  • Ensure 100% presence of adolescent support groups and OTZ clubs in all care & treatment sites
  • 90% enhanced adherence sessions for PLHIV with high viral load > 1000copies/ml
  • Engagement of 80% PLHIV in PSSG,
  • 95% linkage to HIV care and treatment for all newly diagnosed PLHIV
  • 95% of all pediatrics and adolescents have an updated quality of care indicator checklist in file
  • 100% of all priority patients including those with suspected treatment failure, newly diagnosed patients and frequent defaulters are assigned a case manager
  • Participate in 100% of all MDTs where patients with difficulties staying in care are discussed
  • Ensure 100% of patient files have up to date case notes on adherence and social issues affecting retention and adherence to HIV care and that they have aa supporting documents
  • 100% return to care/accounting for all patients who have defaulted/lost to follow up defaulter tracking
