The Kenya Revenue Authority (KRA) was established by an Act of Parliament, Chapter 469 of the laws of Kenya , which became effective on 1st July 1995 . The Authority is charged with the responsibility of collecting revenue on behalf of the Government of Kenya. A Board of Directors, consisting of both public and private sector experts, makes policy decisions to be implemented by KRA Management. The Chairman of the Board is appointed by the President of the Republic of Kenya . The Chief Executive of the Authority is the Commissioner General who is appointed by the Minister for Finance. PURPOSE OF KRA Assessment , Collection, Administration and Enforcement of laws relating to revenue.
Purpose of the job:
Tax Dispute Resolution is an internal process that seeks to provide mechanisms for the resolution of tax disputes without recourse to judicial or quasi-judicial option provided in Law. The program is popularly known as Alternative Dispute Resolution (ADR) by virtue of it providing alternatives to traditional adversarial court or tribunal based processes it also encompasses Independent Review of Objections (IRO) to Tax Assessments.
Key Responsibilities of the job:
- Provide strategic leadership and vision for the ADR program and Independent Review of Objections.
- Provide dynamic, open-minded leadership that promotes taxpayer uptake of ADR.
- Initiate and implement appropriate policy and procedural frameworks to ensure promotion of and proper governance over ADR and IRO processes.
- Serve as primary corporate expert and authority on ADR, IRO and non- adversarial tax dispute resolution processes.
- Develop and maintain liaison with external ADR processes and progress.
Minimum Qualifications:
- Bachelor’s degree in Business, Tax, Law or Commercial related disciplines.
- Master’s degree in Business is an added advantage.
- Membership in a recognized professional body in the areas of relevance to the job.
- Demonstrated understanding of tax or commercial processes that invite dispute resolution or arbitration skills.
- At least ten (10) years of relevant work experience with at least five (5) years in a Senior Managerial role.
