Procurement Officer at United Nations Office on Drugs and Crime

This position is located in the UNODC Regional Office for Eastern Africa (ROEA) in Nairobi, Kenya. The incumbent will operate under the broad authority of the Chief of Procurement of the United Nations Office at Nairobi (UNON) and the direct supervision of the UNODC Representative, ROEA.

Responsibilities

Within assigned authority, the Procurement Officer will assist in the implementation activities as set out in the UNODC projects, including infrastructure activities. This position requires travel to Somalia. The incumbent must have successfully completed the Safe and Secure Approaches in Field Environments (SSAFE) training or be willing to undertake it for this purpose.

The incumbent will be responsible for the following specific duties:

-Serve as procurement and contracting expert with responsibility for the procurement of technically and legally complex procurement operations of a wide variety of supplies and services; plan, develop and manage all procurement and contractual aspects of projects related to procurement of diverse services and commodities (e.g. information technology, electronic equipment and instruments, medicines, foodstuffs, building maintenance materials, office supplies, furniture, etc.), taking into account local economic and other conditions; manage the procurement work of the Regional Office for Eastern Africa (ROEA).

-Plan, develop and manage all procurement of significant construction projects within ROEA.

-Manage the preparation and implementation of procurement according to the rules of the United Nations Secretariat. When applicable lead the preparation of procurement to be processed by the United Nations Development Programme (UNDP) according to UNDP rules and regulations.

-Provide technical advice on procurement activities to officials of the regional office during all phases of the procurement cycle; analyse and evaluate procurement requests and ensure appropriateness of technical specifications.

-Develop and prepare complex contracts for procurement of non-routine and technologically advanced commodities or long-range services; long term agreements; issue international tender invitations; evaluate responses to tender, and make recommendations for finalization of purchases and award of contracts; sign procurement orders up to the authorized limit, and, in cases where the amount exceeds authorized signature authority, prepare submissions to the Contracts Committee for review and subsequent approval by the authorized official.

-Formulate strategies and design innovative solutions to resolve issues/conflicts for complex procurement projects, particularly of construction projects in cooperation with the UNODC architect, engineer and other experts, as well as closely liaising with the National authorities in conforming with local construction laws.

-Establish and maintain work programme and schedule for ongoing contracts and newly planned ones.

-Establish approaches for negotiations and conduct or coordinate all phases of negotiations with all concerned parties, including the negotiation of disputes arising from contracts.

-Prepare a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc.

-Provide guidance to, and may supervise, new/junior staff.

-Perform other work-related duties as required.

Has knowledge of contract law and expertise in handling complex contract issues. Has knowledge of quantitative methods to measure supplier capacity systems and ability to identify sources of supply, market trends and pricing. Has ability to shape and influence agreements with requisitioning units and vendors. Is able to apply technical expertise to resolve a range of issues/problems. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Planning and Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education

An advanced university degree (Master’s degree or equivalent) in business administration, public administration, architecture, civil engineering, law, commerce or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible professional work experience in procurement, contract management and administration or related area is required. Procurement experience in the United Nations or similar international organization is desirable. Procurement experience in the conduct of procuring architectural and construction services is highly desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Special Notice

This is a project post. The initial appointment will be for a period of one year. Any extension of the appointment is subject to the availability of the funds.
