Concern Worldwide is an international non-governmental humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries.
Concern Worldwide is part of a consortium of NGOs implementing the Mfumo Imara Lishe Endelevu (MILE) programme; a programme that seeks to sustainably reduce acute malnutrition. MILE aims at delivering a multi-sectoral package of services to support local institutions to sustainably reduce persistent acute malnutrition among vulnerable subpopulations of Isiolo, Marsabit, Samburu and Turkana Counties. Under the MILE programme, Concern is technical lead for the Nutrition component of the programme. The programme duration is five years (October 2019- 2024) depending on the final approval of the donor and implemented in 2 phases.

Job Summary:
This position demands a dynamic individual with demonstrable ability to achieve results in a demanding and fast paced environment. The Project Lead will provide leadership and manage Concern’s components of the MILE programme. He/she will be responsible and accountable for the overall management and oversight of the programme including: overseeing the sub-grant management and implementation, risk management and financial accountability, reporting and liaison, external representation, relationship management with other consortium members and government counterparts, and ensuring compliance with Concern and donor’s policies and procedures. He/she will be responsible to provide direction and support to the team, and ensure high quality programming to achieve programme results.
Main Duties & Responsibilities:
Programme Management:
- Providing overall leadership on planning, designing and the implementation of programme activities in the light of Consortium and donor strategic priorities and programme design/objectives
- Ensure timely and appropriate technical support is availed to teams in the field and other members of the consortium as relates to nutrition
- Oversee and monitor the programme risks (including financial, logistical and other support systems, security and safeguarding) as relates to Concern’s components under the MILE programme and flag issues in a timely manner to the Concern Country Director, Programmes Director and/or the MILE Consortium Chief of Party.
- Provide line management to the programme implementation staff in accordance with the organisational policies and procedures.
- Finance, Procurement and Donor Compliance:
- Ensuring compliance with organisational and donor rules and regulations, particularly with respect to financial and contract management, budget and expenditure monitoring.
- Providing managerial and technical support throughout the implementation of the programme, including management of any sub-contracts.
Monitoring & Evaluation (M&E):
- Providing operational leadership for Concern’s component of the MILE programme and leading on annual work planning, programme implementation, M&E and donor reporting.
- Ensuring adherence to agreed programme quality standards, M&E guidelines, frameworks for the programme and providing technical support to embed M&E and accountability in implementation.
Knowledge Management, Advocacy, and Communications:
- Maintaining regular and transparent communication and high quality reporting on the programme.
- Ensuring timely development and operationalisation of advocacy, communication and visibility strategies of the programme.
Management of Risk:
- Ensure compliance with organisational and donor rules and regulations particularly with respect to financial and contract management.
- Ensure adherence/compliance with Concern Worldwide’s Code of Conduct, Programme Participant Protection Policy, Safeguarding policy and associated policies.
- Promote and ensure accountability to programme participants and Core Humanitarian Standard (CHS) principles across the consortium and throughout programme implementation.
Coordination and representation:
- Developing and maintaining strong working relationships with other consortium members. Maintaining regular communication with the members, including negotiating scope of works, addressing requisite revisions in programme work, and addressing issues that may arise.
- Representing Concern in the consortium and serve as the key liaison to relevant government authorities (especially Ministry of Health, other government departments and stakeholders).
- Represent Concern during consortium and donor meeting as needed.
Responding to Emergencies:
- Participate and contribute as necessary towards Concern’s Emergency response as and when necessary
- Comply with Concern’s health, safety and security guidelines during emergencies

- To support and promote the standards outlined in the Concern Code of Conduct & Associated Policies to their team, partner organisations and beneficiaries, and be committed to providing a safe working environment.
- To contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme
Job Specification:
- Master’s degree in Public Health, Nursing, Social Sciences or any other relevant field
- Proven experience (at least 10 years) of working at senior programme management and leadership role with INGOs.
- Proven experience in health systems strengthening highly desirable
- Proven experience on managing a large USAID grant
- Excellent written and spoken English languages skills.
- Strong analytical, interpersonal, communication and organisation skills.
- Strong coordination skills specifically with the ability to effectively coordinate, influence and negotiate with government.
- Ability to build and maintain effective relationships with senior representatives of donor, INGO and Government structures and to represent at national or international level fora
- Thorough understanding of gender/equality, protection and conflict mitigation issues.
- Strong financial management and donor compliance skills.
- Experience in the design and use of monitoring and evaluation systems.
- Experience of working in a consortium highly desirable
