Associate Coordination Officer at United Nations Human Settlements Programme

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The position is located in the United Nations Human Settlements Programme (UN-Habitat) in Nairobi, Kenya. The focus of the job is the implementation, monitoring and evaluation of programmes, operations and other activities in the public space field in Kenya. Under the supervision of the Leader, City Planning Extension and Design Unit, Urban Planning and Design Branch, the incumbent will be responsible for the following duties:

Responsibilities

1.Provides substantive support to National and Counties government of Kenya for the development and implementation of urban planning and public space data collection, analysis and research strategies:

a. Assists in the design and implementation of UN-Habitat’s data and research strategy, in alignment with the Country Common Analysis (CCA) and UN Development Assistance Framework (UNDAF) of Kenya;
b. Undertakes development of questionnaires, data collection, analysis, preparing GIS maps, data mining and visualization, as assigned, to assist the Leader of the City Planning Extension and Design Unit and the Public Space programme, including developing reports and working papers on public space and sustainable urban development topics in Kenya;
c. Compiles and analyses information on the latest developments of the use of new types of data sources and tools (e.g. Minecraft, big data) for public space and sustainable urban development;
d. Provides substantive and analytical support to in the City Planning Extension and Design Unit in preparing and positioning the UN and public space to accelerate the achievement of the Sustainable Development Goals (SDGs) in Kenya, including the drafting of reports, as well as analytical and position papers;
e. Contributes to research and development of data and research tools and methodologies related to urban planning, resilience and public space at the National level of Kenya;
f. Keeps abreast of emerging development issues to optimize the City Planning Extension and Design Unit’s analytical capacity to respond to Government of Kenya’s priorities;
g. Contributes substantively to the development and implementation of peer review and quality assurance mechanisms for City Planning Extension and Design Unit research products;
h. Administers the planning, monitoring and reporting system and contributes to the development of the One UN Country Results Report especially for Kenya.

2.Assists in the development and expansion of strategic research, conducting city-wide public space assessments and developing data partnerships in Kenya, including with UN entities at regional and HQ level, government counterparts, research institutes, leading global thinkers on development, and civil society, among others:

a. Supports the UN’s work with global, national and city data, GIS and statistical systems, facilitating engagement with city and national entities and data systems;
b. Communicates and coordinates internally and externally with existing partners and helps form new partnerships with UN agencies, academia, the private sector, and national and local governmental agencies to further the use of data for public space and urban development;
c Communicates and coordinates with internal and external partners on data collection, analysis and project implementation;
d. Supports the convening of key thinkers on public space and sustainable urban development data of Kenya and 2030 Agenda to provide inputs on, advise and steer the Public Space programme’s data agenda;
f. Assists in strengthening the partnerships with universities, research institutions and similar entities in Kenya and across the UN system though concrete collaboration on public space and urbanization related to the 2030 agenda;

3.Undertakes monitoring and reporting of results of public space and urban planning implementation projects under the UN Development Assistance Framework (UNDAF), New urban Agenda and the SDG 11.7 specifically in Kenya:

a.Supports inter-agency efforts on results and progress monitoring and reporting specifically for Kenya;
b.Assists in preparing the public space monitoring and evaluation (M&E) framework and reporting results at city, county, national and global levels;
c.Contributes to independent evaluations of the public space programme work in Kenya related to monitoring, evaluation and reporting;

4. Undertakes knowledge management and capacity development related to data and monitoring in Kenya:

a. Participates in the development, implementation and evaluation of the public space and city planning programmes/projects especially in Kenya; supporting local authorities and county governments in monitoring and analyzing public space implementation; conducting training and capacity building of local authorities and county governments; reviewing relevant documents and reports; identifying problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions;
b. Assists in city-to-city learning and the sharing of promising practices on the city level, in the (sub)region and globally, based on a solid understanding of the incentives that people need to utilize knowledge;
c. Advocates for knowledge sharing, inspiring others to contribute their expertise through internal and external platforms and tools, working closely with colleagues at the country, regional and global level to ensure usable knowledge is shared between and applied by UNCT of Kenya;
d. Assists in the identification of promising practices and lessons learned at the different levels (city, national, regional and global) and share findings with HQ, Regional and Kenya colleagues so that best practices benefit UN’s work;
e. Contributes to the UNCT of Kenya’s exchange of best practice, trends, knowledge and lessons learned with external partners;
f. Provides substantive support on public space and urban planning and knowledge-sharing forums and encourages others to participate;
g. Contributes to knowledge sharing (including through training and peer exchange) on city and national level on public space and urban planning issues related to the New urban Agenda, SDG 11.7 and other UN strategic planning frameworks, methodologies and tools;
h. Draws upon other experiences, lessons learned and knowledge networking to provide contributions to strategic planning processes.

Competencies

Ability to identify and develop sources for data collection. Ability to conduct surveys, undertake research, analyze data, make recommendations and write draft reports on public space and sustainable urban development issues. Education

Advanced university degree (Master’s degree or equivalent degree) in urban planning, landscape architecture, GIS, information management, statistics, sustainable development, social sciences or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of progressively responsible experience in providing strategic support to research and data analysis, knowledge management or project/programme management in the context of development cooperation or related area is required.
Work experience in projects with local/national government of Kenya is required.
Experience in stakeholder driven strategic planning and implementation processes is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position fluency in English is required. Fluency in Swahili/Kiswahili is also required; Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
