Chief, Advocacy and Campaigns at UN Human Settlements Programme

The UN Human Settlements Programme, (UN-Habitat), is the United Nations agency for Human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat helps the urban poor by transforming cities into safer and healthier places with better opportunities. It works with organizations at every level, including all spheres of government, civil society, private sector and the Habitat Agenda Partners.

The External Relations Division promotes strategic alliances to support achievement of the goals of adequate shelter for all, and sustainable urbanization and human settlements development. ERD assists to advance UN-Habitat image and relationships with its partners and the public at large, and to build and strengthen partnerships, facilitate policy impact and developmental change, and increase delivery of programmes. The position is located in the External Relations Division (ERD), under the direct supervision of the Director, ERD.

Responsibilities

The incumbent is required to provide leadership and direction in the development and implementation of a comprehensive high profile strategic advocacy and campaigns. Further, the Head of Advocacy and Campaigns is responsible for crafting and implementing advocacy and campaign activities that position UN-Habitat as a lead agency in sustainable urban development work in the context of the 2030 Agenda, New Urban Agenda (NUA) and UN-Habitat’s Strategic Plan.

Specific Responsibilities

Strategy and Policy Direction

•Drive UN-Habitat’s portfolio advocacy and campaigns strategy including overall direction, providing framework for development of specific plans; developing strategy and content of UN-Habitat’s corporate advocacy and campaigns to enhance public outreach and engagement activities and developing and disseminating compelling content
•Lead in developing advocacy and campaign strategies for UN-Habitat key corporate events such as UN-Habitat Assembly, World Urban Forum (WUF), Urban October and other key conferences. This includes ensuring advocacy and campaigns for UN-Habitat branches and regional offices are pro-active, timely and of high quality to the expected standards of the UN system and UN-Habitat
•Take the lead within ERD in coordination with Liaison and Regional offices on advocacy and campaign matters
•Lead the development and management of UN-Habitat’s advocacy and campaign policies and practice for programme (s) outreach, crisis, and political and social affairs
•Assess the overall effectiveness of the advocacy and campaigns and make needed changes in approach and technique
•In consultation with the Chief of Partnerships, develop strategies to garner comprehensive partner support and participation in UN-Habitat’s advocacy platforms and campaigns through the established representative bodies, real-time interaction with relevant teams, engagement with UN-Habitat’s Programme Division, as well as planned participation in relevant internal meetings/forums, and external events as appropriate
•Take the lead in developing and implementing a global campaign on key aspects of implementation of the New Urban Agenda and Urban dimensions of the 2030 Agenda in close collaboration with the Programme Division with new themes every two years
•Give guidance in developing UN-Habitat campaigns by identifying relevant topics / issues highlighted in global agendas
•Give required support to UN-Habitat relevant offices / branches in developing programme / project advocacy and campaign strategies and implementation of related activities; provide technical and policy advice on highly complex advocacy and campaign issues to all divisions and offices; ensure technical integrity of advocacy and campaign content and representation of relevant functions, geographies and perspectives in integrated programme / project workplans.

Programme Coordination
•Identify opportunities and coordinate UN-Habitat’s participation in key and high-level global events, international expositions, exhibits and campaigns that aim at advancing UN-Habitat’s mandate especially its focal point role in Sustainable Urban Development (SUD) in the achievement of SDG11 through the implementation of the NUA
•Lead the advocacy and campaign team in ensuring integration of its activities and workplans with those of UN-Habitat’s substantive branches and units. This is to be done through direct management of the portfolio and matrixed supervision of advocacy and campaign focal points. Provide clear rhythm of business to ensure smooth and timely engagement among staff across the agency
•Work in close partnership with the ERD director and other managers within the division to ensure that vision for portfolio is being met
•Coordinate UN-Habitat Awards including the launch or call for nominations, selection process, production of communication products and related awards ceremonies, and define ways to give greater visibility to the organization and awardees by working with the Head of Communications in attracting greater media interest;
•Coordinate and further develop a programme for visits to UN-Habitat by various partner groups such as academia (schools, universities) parliamentarians, local governments, CSOs, etc and organize open days with the public, in collaboration with relevant UN-Habitat branches and units

•Provide intellectual leadership and guidance in the development and forward planning of UN-Habitat’s Flagship Events & Campaigns. This includes: World Urban Forum (WUF) and the World Urban Campaign (WUC); In consultation with the Senior Management Committee further institutionalize the World Urban Forum as a platform for stakeholders’ contribution to monitoring and reporting on the New Urban Agenda
•Develop and lead a global campaign on key aspects of implementation of the New Urban Agenda and Urban dimensions of the 2030 Agenda, in close collaboration with the Programme Division, with new themes every year or two years; Conduct a review of the World Urban Campaign and a develop a strategy for its positioning within the new campaign requirements of UN-Habitat
•In collaboration with the Governing Council Secretariat, engage effectively with Member States and Advocacy stakeholders on matters pertaining to advocacy on the New Urban Agenda and UN-Habitat’s work, on the advocacy flagship programmes and the World Urban Campaign.
•In collaboration with the Head of Communications, coordinate the preparation of promotional multimedia material for advocacy and campaign activities in several languages (brochures, video spots, websites, press releases, etc.) and monitor the dissemination of these initiatives by other UN-Habitat branches, regional offices and with external partners; Prepare content and information materials, including learning resources, for global distribution to diverse audiences, particularly key UN-Habitat partners and stakeholders by translating technical content into clear and focused messages aimed at achieving a high impact;
•Review official communications including speeches, speaking points or video messages to ensure these are in-line with strategies aimed at generating high-level correspondence;
•Develop and manage an effective UN-Habitat and sustainable urbanization Advocates (Ambassadors) programme
•In collaboration with key staff within UN-Habitat’s ERD and Programme Division, interact with governments, civil society organizations, private sector, research institutions/academia, the media and the public to develop partnerships and/or new forms of collaboration for awareness raising and/or campaigns activities
•Oversee advocacy and campaigns annual planning process, and make relevant connections to broader institutional and external initiatives and trends related to the portfolio

Resource mobilization
•Mobilize and manage resources for the branch and the division
•In consultation with the ERD Director, establish and maintain effective and efficient resource scheduling and workflow management systems and processes for advocacy and campaigns
•Play a key role in the conceptualization and implementation of corporate social marketing campaigns in support of resource mobilization initiatives with member countries and other partners

Capacity building and support
•Manage and supervise UN-Habitat’s advocacy and campaigns staff; plan and allocate work assignments; coach, mentor, and evaluate staff; participate in recruitment and selection of new staff, and in the development of training programs.
•Identify opportunities for development among the staff to build capacity to correspond to skills required by UN-Habitat
•Give substantive support to the Head of Communications to build media capacity to enable them report on Sustainable Urban Development

Operations and Management
•Manage (and develop where they do not exist) the systems, structures, processes and cadence for portfolio budget, M&E framework, annual portfolio performance report.
•Manage a budgetary framework for effective implementation of UN-Habitat’s advocacy and campaigns strategies
•Supervise and manage projects under the advocacy and campaigns portfolio by verifying compliance with established rules and guidelines for all actions well as congruence with UN policies
•Take the lead in monitoring and evaluation of advocacy and campaign activities to continuously improve the effectiveness of advocacy strategy, approach and activities
•Take responsibility for reporting on activities of advocacy and campaign including periodic reports and other internal reporting as may be required within UN-Habitat or by auditors and others for monitoring purposes
•Act as approving officer for financial authorizations for accounts under advocacy and campaigns
•Perform other related duties as requested by senior management of the organization

Competencies

Professionalism: (i) Advise on and effectively manage high profile and sensitive communications challenges, (ii) develop and manage a sizeable public information programme for a discrete unit, and to direct others in the execution of the total programme, (iii) build an effective communications strategy and programme based on an assessment of different communications environments, (iv) adapt and be innovative as new communications challenges arise and (v) develop sophisticated, worldwide media campaigns with excellent promotional and publicity techniques.

Leadership: Serves as a role model that other people want to follow; establishes and maintains relationships with a broad range of people to understand needs and gain support; drives for change and improvement; shows the courage to take unpopular stands if required; provides leadership and takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work; demonstrates knowledge of strategies and commitment to the goal of gender balance in staffing.

Vision: Identifies strategic issues, opportunities and risks; clearly communicates links between the Organization’s strategy and the work unit’s goals; generates and communicates broad and compelling organizational direction, inspiring others to pursue that same direction.

Education

Advanced university degree in International Relations, Political Science, International Development, International Communications or Journalism. A first university degree with a combination of two years professional and academic qualifications may be accepted in lieu of the advanced degree.

Work Experience

A minimum of ten years of progressively responsible experience in journalism, communications or public relations, of which at least five at the international level which should have involved political judgment, successful management of public information communications. Experience with various UN agencies in a similar job group is an added advantage.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other UN official languages is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
