General job description: The M&E Manager ensures quality and accountability of Tdh programs in Kenya striving for pertinence, relevance, accurateness and on time monitoring and evaluaton system.
The M&E Manager will bring significant experience and fresh ideas to lead on M&E system implementation, review and evaluations, M&E budgeting, recruitment, as well as support to proposal writing and log frame development.
The post holder will ensure that all Tdh projects are supported to ensure quality, effectiveness and appropriateness of their activities.
It will be important for the post-holder to capture lessons learned and communicate this information in various capacities to improve on-going and future programming.
S/he will guide Tdh teams to maintain an effective monitoring system across all programs, including the use of feedback to assure the quality of interventions.
The M&E Manager will lead on building capacity of staff and partners, particularly on accountability and participation, with a specific focus on children.
Ultimately, s/he will ensure that the programmes have evidence-based knowledge to inform strategic direction from assessment and regular programme monitoring.
Special attention should be paid to the positive and negative impact that interventions have in communities and individual persons. This analysis will need to be made available to all Tdh staff and external stakeholders where appropriate.
Main responsibilities:
Strategic management
- Responsible of the development and implementation of the delegation’s M&E orientations in coordination with the Head of Programme and project managers.
- Is responsible for the implementation, appropriatness and effectiveness of M&E system that, where possible, brings together project and programme partners during the monitoring plan design phase and during the sharing and using of data.
- Plans M&E activities and ensures their adequate and correct implementation; manages and supervises related resources.
- Ensures and upholds the ethical principles related to M&E are respected, especially those concerning gender equality, fairness and “do no harm”. Protects confidential data, applies the principles of informed consent, and protects children during the collection, processing, analysis and use of M&E data.
- Provides leadership and management of M&E teams supporting and guiding on MEAL activities, ensuring the respect of quality standards and the respect the delegation and donor requirements.
System Design and Promoting M&E
- Promote all aspects of M&E to support the creation of an organisational culture which prioritizes quality programming.
- Promote and support the organization of program reviews.
- Develop and continuously update accountability strategy and lead on implementation of program wide feedback and complaint mechanisms in line with Core Humanitarian Standards (CHS).
- Contribute to assess and monitor childsafeguading risks in Tdh programs.
- Design and manage evaluations and situation analysis, advising management on approval of final report, dissemination of evaluation/assessment findings and recommendations with intended audiences.
- Support the project teams in extracting lessons learnt and good practices and documenting case studies which demonstrate qualitative and quantitative changes.
- Build strong relationships with colleagues and provide support as required to ensure M&E system is understood and supported.
- Work closely with the programme teams to ensure that M&E becomes an integral element of project implementation leading to enhanced quality, accountability, management and impact.
Technical support
- Ensures internal directives on M&E are correctly rolled out within the delegation, and that Tdh teams adopt all of Tdh’s existing / recommended M&E methodological guidelines and tools.
- Ensure compliance with donor and program requirements regarding data collection, analysis and reporting against indicators and means of verification.
- Responsible of develop sections on M&E methodologies and plans, budgets, indicators and logical frameworks in project proposal.
- Develop and implement monitoring plans that are consistent with the organisation’s orientations and program requirements.
- Develop, test and update appropriate methodologies and tools based on program requirements and contextual changes.
- Enforce ethical principles and standards related to M&E are respected and rolled out, especially those concerning gender equality, fairness and “do no harm” and participation.
- Leads comprehensive data analysis processes and assists in drafting qualitative reports for effective programme management.
- Ensures M&E information is used successfully and adapted to target audiences during operational and strategic decision-making, at the delegation and in coordination with head office, including for institutional reporting.
- Research and retrieve data from internal and external sources; prepare the statistical charts, tables and reports as required.
- Develop and update the country programme M&E database, ensuring correct and swift data entry, processing, analyses and dissemination of progrmatic key data to aloow propoer follow up and inform decision making processes.
- Ensures implementation of complaints and feedback mechanism in the different areas of intervention.
Management
- Manages team members answering to him/her (M&E team members and IM team members), from the recruitment phase to the end of their employment. Adopts good management practices in keeping with Tdh’s values. Applies the delegation’s staff management policy.
- Responsible for effectively managing the M&E budget.
- Manage the M&E team to ensure that the M&E system operates effectively with the support and resources required and that there are clear links and reporting lines between field and national level and between M&E and other program departments.
- Lead on the recruitment of M&E consultants (by drafting terms of reference recruiting and following up on consultancy).
- At the organisational level, devise and manage a M&E training programme with the goal of increasing capacity and awareness of M&E for all staff. Assess training needs and engage ME& team staff to roll-out the training programme.
- Ensures the optimal allocation and proper management of the delegation’s M&E resources (including financial, logistical, technical and human resources). Monitors M&E budgets monthly.
Internal and External Reporting
- Ensures external accountability to donors through the implementation of timely and quality M&E activities leading to timely and accurate reporting.
- Coordinate regular field monitoring and accountability reports from M&E assistants and circulate to the country office team, ensuring that action plans are included and followed up and that SMT reviews reports regularly.
- Responsible to ensure that the organisation delivers on all internal M&E requirements in a timely manner and with high quality information, including reporting to global indicators and monthly sitreps.
- Ensure that M&E data is used optimally during operational and strategic decision-making at the delegation in accordance with head office and donor requirements, especially with respect to institutional reporting.
- Ensure that high quality analysis reports to illustrate Tdh’s impact and assessment findings are produced, including evidence of good practice and replicable programmes, and that they are communicated at appropriate events.
External Representation
- Ensure that Tdh is represented at relevant inter-NGO and government level meetings to enhance inter-agencies best practices sharing and learning

- Support Safeguarding focal point conduct risks assessments and sitation monitoring in the process of ensuring appropiatness in the safegusridng policy implementation.

Other professional skills required:
- A Bachelor’s degree with an additional diploma in Monitoring and Evaluation or higher in relevant field.
- At least 5 years field experience in a relief or/and development environment including team management.
- Demonstrated experience in program design, monitoring and evaluation and management, having served at such a position before for at least one year.
- Must be conversant with both qualitative and quantitative data collection methods and analysis.
- Previous experience with major donor proposal M&E requirements (ECHO, PRM, OFDA, DFID, EU, UN agencies preferred).
- Capacity building experience in project monitoring, reporting, and evaluation.
- Computer knowledge including Word, Excel, and Power Point, Access or SPSS
