Crime Prevention and Criminal Justice Officer (Law Enforcement Expert) at UNODC

This position is located in the Regional Office for Eastern Africa (ROEA) of the United Nations Office on Drugs and Crime (UNODC) in Nairobi, Kenya. The incumbent will work under the overall supervision of the UNODC Representative for Eastern Africa (ROEA) and under the direct supervision of the Programme Management Officer heading the Transnational Organised Crime and Illicit Trafficking Programme for Eastern Africa. The incumbent will work in close cooperation and coordination with the Crime Prevention and Criminal Justice Officer (Trafficking in Persons and Smuggling of Migrants) and in coordination with the Organized Crime Branch (OCB) including its Human Trafficking and the Migrant Smuggling Section (HTMSS) at UNODC headquarters in Vienna.

Responsibilities

Within assigned authority, the incumbent will be responsible for the following duties:

• Develop technical assistance programme activities for criminal justice practitioners on the implementation of the United Nations Convention against Transnational Organized Crime and the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, the Protocol against the Smuggling of Migrants by Land, Sea and Air, the Protocol against the Illicit Manufacturing of and Trafficking in Firearms, their Parts and Components and Ammunition, as well as other relevant international treaties and resolutions.
• Provide substantive and technical input for the formulation, development, implementation and assessment of programme activities; provide technical inputs to the implementation of law enforcement related project activities; participate in the design and facilitation of interregional, regional and national training activities for criminal justice responses related to Transnational Organized Crime, especially Trafficking in Persons and Smuggling of Migrants; review, revise and promote the use and application of relevant UNODC training and capacity-building tools; compile information on good practices in the response to Transnational Organized Crime, especially Trafficking in Persons and Smuggling of Migrants.
• Coordinate, facilitate and implement capacity-building assistance for criminal justice practitioners on countering Transnational Organized Crime including Trafficking in Persons and Smuggling of Migrants: Conduct capacity-building needs assessments at the regional and national level; organize, facilitate and implement technical assistance activities, including capacity-building workshops, study tours and advice in relation to capacity-building.
•Provide support to evaluating the quality and impact of law enforcement assistance measures in the region, as required.
• Coordinate and liaise with intergovernmental and non-governmental organizations, law enforcement authorities and institutions which are active in the provision of training on related issues at the international, regional or country level.
• Contribute to the overall implementation, substantive refinement and assessment of the regional programme and programme activities, including law enforcement activities, managed by UNODC ROEA: Contribute to the identification and assessment of technical assistance priorities and strategies of donors; prepare programme/project proposals/ideas for inclusion in national, regional and global UNODC programmes and for funding consideration, undertake consultations with relevant international regional and national stakeholders, entities and Non-Governmental Organizations (NGOs), as required.
• Contribute to the management and coordination of programme activities, as required, and monitor expenditures and utilization of funds in the assigned areas of responsibility; draft parts of, or contribute to the preparation of the necessary programme or project documents and reports such as progress reports, work plans, programme budget and programme performance reports.
• Attend and contribute to consultations on policy and technical matters with participating countries, donors and other stakeholders regarding countering Transnational Organized Crime, especially Trafficking in Persons and Smuggling of Migrants; cooperate and coordinate with headquarters, other field offices and other relevant entities and advise the Head of Programme on implementation arrangements, potential partners and detailed specifications for programme activities against Transnational Organized Crime, especially Trafficking in Persons and Smuggling of Migrants.
• Prepare technical presentations on UNODC regional activities; make substantive presentations on behalf of UNODC on Transnational Organized Crime, especially Trafficking in Persons and Smuggling of Migrants at relevant international, regional and national law enforcement and criminal justice events, as required.
• Prepare a variety of written outputs, such as background papers, correspondence with governments, working papers, mission reports, analyses, briefings, presentations, policy proposals and documents, regular and ad hoc reports, studies, summary reports, manuals, guides and toolkits; collect and compile relevant background data and information; undertake desk research and assessment missions.
• Perform other work-related duties as required.

Education

An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science or other relevant discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible professional experience in investigating and countering Transnational Organized Crime is required.
Experience in developing and implementing criminal justice capacity building activities related to countering Transnational Organized Crime is required.
Experience in programme or project administration, management and technical cooperation involving criminal justice as well as law enforcement issues is required.
Experience working with national law enforcement or prosecution authorities is required.
Experience in investigating, countering and/or developing and implementing capacity building activities aimed at countering trafficking in persons and smuggling of migrants in particular is desirable.
Experience in implementing programmes that require administration of foreign aid and coordination with national and regional authorities is highly desirable.
Working experience with the United Nations system and/or other international organizations will be desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English is required. Knowledge of French is highly desirable. Knowledge of another United Nations official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Special Notice

This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
