The Independent Policing Oversight Authority (IPOA) is a state Authority created under an Act of Parliament No.35 of 2011, with the mandate of holding the police accountable to the public in the performance of their functions.
An officer at this level will carry out simple duties of clerical nature relating to the area of deployment such as in accounts and personnel offices, registry or in a general office services. Specific duties and responsibilities will entail:-

- Receiving, sorting, filing and dispatching letters;
- Compiling statistical records;
- Maintaining an efficient filing system;
- Receiving receipts, invoices and related records and filing them accordingly;
- Carrying out simple transactions related to accounts or human resource; and
- Drafting simple routine correspondences.
Qualifications
- Must be a citizen of Kenya.
- Meets the requirements of Chapter six of the Constitution of Kenya.
- Have Kenya Certificate of Secondary Education (KCSE) mean grade C-(minus) or equivalent qualification;
- Passed either Kenya Accountants and Technicians Certificate (KATC) intermediate level, Kenya Administration and Management Examination (KAME), offered by Kenya Accountants and Secretaries National Examination Board (KASNEB), Certificate in Human Resource/Personnel Management or its equivalent qualification from a recognized institution; and
- Certificate in computer application skills.
