UN World Food Programme Job Vacancy : National Logistics Officer (Funds Management)

Responsibilities for the National Logistics Officer Job

Under the direct supervision of the Head of Logistics, the incumbent will be responsible for the following duties:

  • Manage Landside Transport Storage and Handling (LTSH) / Supply Chain cost planning efforts in the Country Office;
  • Review LTSH/Supply Chain cost planning, budgeting and funds management processes and requirements;
  • Contribute to development of Country Office supply chain network design and planning, specifically focusing on cost planning and management;
  • Analyse and monitor changes in the operational circumstances and delivery demands, and take action as appropriate;
  • Perform adjustment actions in LTSH /Supply Chain costs planning and budgeting. Advise on required actions necessary to improve Logistic / Supply Chain cost-efficiencies and effectiveness if/when required;
  • Ensure appropriate LTSH/Supply Chain funds utilization, which includes review, verification and approval of LTSH matrix and validate against project budgets, procurement strategies, contract documentation and optimal transport rates;
  • Perform regular reconciliation of funds and expected Logistics/Supply Chain operational requirements and advise management on the usage of funds minimizing potential shortfalls or surpluses;
  • Monitor recording of commitments in the Corporate Information Management system and accurate LTSH/Supply Chain funds tracking during project closure and Resource transfer;
  • Analyse trends and prepare regular and ad-hoc costs and funds utilisation reports;
  • Develop and enhance the Supply Chain /LTSH costs, funds, expenditure planning and tracking system in the Country Office;
  • Ensure compliance with WFP Logistics and LTSH/Supply Chain management policies, rules, regulations and procedures;
  • Ensure the quality of data from WFP supply chain sources for the purposes of audit support and compliance operational performance monitoring and evaluation;
  • Contribute to the preparation of project related Supply Chain/Logistics Plans, funding proposals, budgets and fund status reports;
  • Prepare cash forecast in line with logistics operational plan to respond promptly to Logistics financial obligations;
  • Liaise with other units of the Country Office to ensure best use of LTSH funds and overall Project funds;
  • Maintain close collaboration with other Supply Chain players ensuring that LTSH costs and funds utilization trends and management is in line with CO’s Supply Chain strategies and operational solutions;
  • Guide and supervise staff, acting as a point of referral, providing training and supporting them with more complex analysis and queries;
  • Perform other related duties as required.

National Logistics Officer Job Qualifications:

  • Advanced University degree in Transport Economics, Supply chain, Logistics Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.
  • At least three years or more of postgraduate professional experience in commercial or humanitarian transport sectors, shipping, warehouse and commodity management. Proven experience in development of supply chain/logistics operational related budgets, planning/budgetary reports and other analytical reports. Proven experience in managing small to medium teams.
  • Language:Fluency in both oral and written communication in English is a requirement.
  • Knowledge of international public sector accounting standards;
  • Experience in monitoring and reporting on budgets and financial analyses;
  • Knowledge of SAP and previous experience in UN or NGO is desirable.
