ICT Authority Senior Programmes Job Vacancy : Development Officer

The ICT Authority is tasked with rationalizing and streamlining the management of all Government of Kenya ICT functions. Its broad mandate entails enforcing ICT standards in Government and enhancing the supervision of its electronic communication. The Authority also promotes ICT literacy, capacity, innovation and enterprise in line with the Kenya National ICT Masterplan, 2017.

Vacancies are open for recruitment through ICT Authority. The summary of the vacancies is provided below.

Senior Programmes Development Officer Job Key Tasks

  • Support ICTA’s capacity and literacy development puts in place robust programme start-up systems and inception processes such as appraisals and baselines for the development of relevant and responsive projects
  • Facilitate knowledge building through documentation and sharing of ICTA’s capacity and literacy development experiences and best practices
  • Ensure vertical and horizontal capacity development programme contacts and relevant networks are developed and maintained with ICTA projects, MDACs and other stakeholders for experience sharing, information exchange, joint project planning, monitoring and evaluation
  • Identify potential program groups for capacity building and literacy
  • Prepare draft proposals for activities to be supported by the capacity building program
  • Coordinate with program teams to ensure the procurement and delivery of materials to program-supported beneficiaries
  • Conduct monitoring visits and prepare reports to assess implementation of program supported activities
  • On a regular basis, submit information on activity implementation for reporting in quarterly and other reports
  • Perform any other duties as may be assigned from time to time

Qualifications for the Senior Programmes Development Officer Job

  • Bachelor’s degree in Business, Education or Social Sciences
  • At least seven years’ relevant experience in programme and/or project management
  • Experience of developing and maintaining effective programmes with monitoring and evaluation systems in place
  • Experience in concept note development/ project proposal writing including donor grant compliance and management

Personal skills and attributes required

  • Management experience in leading and developing an ICT support team
  • Analytical skills; able to evaluate information and situations and take sound decisions
  • Project management skills and ability to prioritise
  • Excellent organisational and analytical skills
  • Proven leadership skills
