Medical Team Leader (Mathare Project, Nairobi) at Medecins Sans Frontieres (MSF)

Médecins sans frontières (MSF) or Doctors Without Borders, is an international humanitarian-aid non-governmental organization (NGO) and Nobel Peace Prize laureate, best known for its projects in war-torn regions and developing countries facing endemic diseases.

The Medical Team Leader is responsible for coordinating all medical activities to ensure quality of medical services given to MSF patients. He/she facilitates and strengthens collaboration in between all medical departments, provides technical support and closely monitors and analyses the medical activities. He/she will identify gaps and issues in the medical activities, devise strategies to improve medical services and will contribute innovative ideas to enhance the overall project. He/she works in close collaboration with the Project Coordinator.

Responsibilities include, but are not limited to:

Management of the Medical Activities

  •  Monitoring activities and definition of objectives.
  • Describe and analyse different activities of the project, Sexual Violence, Emergencies and surveillance, and AYSRH (Adolescents and Youth Sexual Reproductive Health) .

Programme implementation

  • Ensure the implementation of medical activities as defined in Eastlands proposal together with the PC, the coordination and team in place;
  • Ensures the quality of the medical care offered to patients in the different activities (Sexual Violence and emergencies)
  •  Negotiate with the MOH counterparts for implementation of activities and adherence to medical protocols In collaboration with the Field Pharmacy and Project Coordinator
  • He/She s responsible for monitoring consumption and medical stocks
  • Ensure appropriate contents for the pre-positioned emergency stock (mass casualty plan) and ensure regular refreshment of the plan

To ensure adequate medical follow up for patients referred to referral institutions

  • Identify/review and follow up of specialised referral hospital as per MSF activities and needs
  • Takes the decision to refer patients, organises the follow up of referred patients and ensure quality care is provided to patients referred. If there are doubts on the care being provided to MSF patients, the issues should be raised as soon as possible with the medical coordination and the management of the referral hospital.
  • Rationalize/organize and validate referral exams, costs and bills. All bills should be in accordance with the MoU with the relevant referral centre. d) Internal Communication and Meetings
  •  To prepare the medical component of bi-annual MAP meetings and to co-present the information to coordination with the project coordinator
  • To ensure that meeting minutes are taken at all medical meetings, checked for accuracy and circulated to relevant staff and the project coordinator with clearly identified action points and deadlines. To ensure the action points are completed within the allocated timeframe
  • To represent MSF during specific meetings with MOH and partners on medical issues e) Coordination of Medical activities
  • To hold regular discussions with the Project Coordinator about any challenges and issues faced by the medical team, protocol changes, research results etc and to report them to the medical coordinator and deputy medical coordinator when needed
  • Participate in medical decisions and the development of medical objectives and strategies concerning program orientation.
  • Together with the Project Coordinator, supervise the external activities (Emergency program and extension of SGBV program)

Internal Communication and Meetings

  • To prepare the medical component of bi-annual MAP meetings and to co-present the information to coordination with the project coordinator
  •  To ensure that meeting minutes are taken at all medical meetings, checked for accuracy and circulated to relevant staff and the project coordinator with clearly identified action points and deadlines. To ensure the action points are completed within the allocated timeframe
  • To represent MSF during specific meetings with MOH and partners on medical issues

Coordination of Medical activities

  • To hold regular discussions with the Project Coordinator about any challenges and issues faced by the medical team, protocol changes, research results etc and to report them to the medical coordinator and deputy medical coordinator when needed
  • Participate in medical decisions and the development of medical objectives and strategies concerning program orientation.
  • Together with the Project Coordinator, supervise the external activities (Emergency program and extension of SGBV program)

Human Resource Management

  • Team composition – Define medical posts required for the project activities and draw up job descriptions
  • Managing and guiding teams: Organise and supervise the work of their team members and organise and lead regular team meetings
  • Carry out individual reviews of activity managers under his/her responsibility at least once a year and delegates implementation of reviews for other staff members
  •  Define the team’s training needs in accordance with the project’s objectives and participates in the training of his team members through on the job training.
  • Administrative framework: Follows internal regulations and other HR policies and documents in force, particularly in regards to the organisation of working hours. Refers to or asks for advice from the Field Administration Manager if necessary

Staff Health

  • Oversees the implementation of the MSF staff health policy.

Representation and External communication

  • Represent MSF at external meetings as required.

Requirements

Education     

  1. Medical Doctor MBBS
  2. Training in Emergency Medicine, Sexual Reproductive Health , Public health is an asset (but not mandatory)

Experience     

Essential 5 years working experience as a Medical Doctor and 3 years MSF field experience in a Managerial position.

Languages

  • Fluent English and Kiswahili both written and spoken.
  • Essential computer literacy (word, excel and internet)

  • Good Management and organizational skills

Knowledge/competencies

  • Planning, monitoring and evaluation skill
  • Ability to work in a multidisciplinary and multicultural team.
  • Excellent reporting skills
  • An interest in teaching and training of local and international staff.
