Programme Officer, Monitoring and Evaluation (M&E) at Centre For The Study Of Adolescence

The Centre for the Study of Adolescence is an independent non-partisan, non-profit organization established in 1988 working in the field of adolescent sexual and reproductive health including HIV/AIDS. CSA’s mandate is to advocate and implement policies and programs that enable young people to exercise choice, access to services and participate fully in activities that promote their health and well-being.

Date of Commencement: July 1 2021 Duty Station: Nairobi with regular travels to project sites in Kenya
Duration:1 Year (Renewable subject to performance and availability of funds)

Reporting to: The National Coalition Coordinator

Overview: The Strategic Partnership Right Here Right Now 2 (RHRN2) for which a grant is received by Rutgers from the Dutch Ministry of Foreign Affairs is part of a global programme aimed at improving SRHR situation of young people. In Kenya, the RHRN2 coalition is made of 7 Local civil society organizations and institutions working to promote the sexual and reproductive health and rights of adolescents and young people guided by a theory of change that aims at ensuring that young people in all their diversity enjoy their sexual and reproductive health and rights in a gender just society.

Key Duties and Responsibilities:

  • Develop a strategy for documenting and disseminating OR and M&E information/results to alliance members and stakeholders.
  • Support to carry out analyses, critical evaluations, and interpretations of qualitative and quantitative data and apply techniques appropriate to area of research;
  • In collaboration with RHRN 2 Coalition partner organizations, identify and prioritize areas of operational research to be pursued by the partner organizations with his/her support;
  • Help/support partner organizations to conduct operational research based on identified priorities and to utilize the information obtained to continuously improve their programmes.
  • In collaboration with partner organizations, conduct outcome measurement and other M&E assignments of the RHRN2 programme
  • Provide support in developing a prioritized RHRN 2 operational research agenda
  • Train and provide technical support to RHRN 2 coalition members, CSO partners, and other organizations on the development and implementation of effective monitoring, evaluation and research

  • Contribute to the development, documentation, and dissemination of cross-country lessons learned, best
  • practices, and experience.
  • Ensure timely submission of project reports and other deliverables as specified in the Programme annual and
  • multiyear plans.
  • Support in drafting research specifications, finalizing the terms of reference for research, commenting on draft research or assessment instruments, such as questionnaires, and editing draft reports as provided by implementing partners (individual consultants and institutions);
  • Translate technical information (such as research findings and regulatory decisions) for non-technical policymakers and advocates within the RHRN 2 programme
  • Build networks and promote collaboration with local research institutions, government, NGOs, specialized agencies, donors, and, and relevant private sector organizations
  • Support in resource mobilization processes based on the RHRN 2 Coalition sustainability plans
  • Represent coalition in M&E forums and other knowledge management forums
  • Perform any other duty assigned to him/her by Coalition leadership through the NCC

Qualifications and experiences

  • Post-graduate degree in Social Sciences, Public Health, Education or Development Studies.
  • Proven experience of not less than 5 years of increasingly responsible professional experience in management and development relevant to data and research in areas of population and development, sexual and reproductive health, and gender, of which three years are at the international level
  • Substantive knowledge in research methodology and practical experience in population and development, human rights, sexual and reproductive health, and gender;
  • Experience in conducting operational research
  • Good understanding of LFA, Theory of Change
  • Strong proficiency in MS Office suite (Word, Excel, Outlook, PowerPoint) with ability to analyze and interpret data using Excel, MIS online reporting tools, or statistical packages such as SPSS, STATA and NVIVO.
  • Experience writing reports, findings and recommendations in assessment or evaluations, especially under institutional donor contracts.
  • Good understanding of NGO working policies
  • Familiarity with the sexual and reproductive health and rights environment in the country and Supports the fundamentals of the Sexual and Rights based approach.
  • Excellent cross-cultural, relational and interpersonal skills, including patience, diplomacy, willingness to listen, and respect for partners and colleagues.
  • Demonstrated experience of working with a network/coalition of local organizations
  • Ability to work independently as well as within a team.
  • Experience in communicating and coordinating with a variety of partners
  • Ability to work effectively in a fast-paced, results-oriented environment.
  • Must be flexible, willing to work irregular hours, and adaptable to changing circumstances and demonstrated problem solving skills.
