The overall goal of this activity is to improve the success rate of the Kenyan military to protect citizens, assets, and territories through two overlapping and complementary objectives: 1) better institutionalize procedures and systems to generate and maintain forces; and 2) improve proficiency and readiness to conduct and sustain counter-terrorism (CT) operations. The primary means of accomplishing these objectives must be through technical assistance to the Kenya Defense Forces (KDF), increasing their ability to improve, maintain and expand the logistical support across the force.
The current KDF logistics and maintenance culture is reactive in nature and largely oriented to support peace-time sustainment practices. The ability to forecast future logistics and maintenance requirements, as well as war-time consumption rates, is nonexistent. As a result, the operational readiness rates of U.S. provided security assistance articles is less than optimal, not because Kenya lacks professionals, but because the KDF requires assistance with institution level logistics and maintenance planning to support major combat systems.
The Logistics Advisor will have the following duties:
Conduct a quarterly gap analysis
- Quarterly gap analyses shall measure actual performance against key performance indicators developed during the initial capability assessment.
- The quarterly gap analyses shall examine all aspects listed in task 8.1, and present key findings to the KDF and make recommendations for sustainable improvement for each aspect of the KDF logistical enterprise.
- The contractor shall make adjustments to short, mid and long-term objectives and key performance indicators developed during the initial capability assessment to address instances where the actual outcome fails to meet desired outcome.
- The quarterly gap analyses shall identify and refine training requirements to be conducted in task 8.3 that address critical capability gaps and enhances the effectiveness and efficiency of the available logistical infrastructure.
- The Contractor shall develop a training management process and infrastructure required to support logistics management functions.
Develop a Work Plan:
- The Contractor will develop a work plan forecasting daily activities that address identified gaps. The work plan shall include breakdown of timelines, milestones and training schedules.
- At a minimum, the Contractor will update the work plan quarterly.
- The Contractor will liaise/interface with KDF, OSC, COR, Technical Assistance Field Teams (TAFTs), and Field Service Representatives (FSRs)
- The Contractor will participate in weekly OSC contractor meetings
Plan, Design and Conduct Training for KDF Directorates
- In conjunction with KDF School of Logistics, the Contractor shall plan, design and conduct logistic management courses, curriculum, and training in accordance with requirements developed in tasks A and B that address critical capability gaps and enhances the effectiveness and efficiency of the available logistical infrastructure.
- Following completion of the initial capability assessment, training shall be conducted over five (5) training days per month for a maximum of twenty (20) training participants per session.
- Training curriculum shall include objectives and milestones developed jointly with the KDF.
- The training curriculum shall develop a clear path to self-sufficiency, which considers current KDF operational and training characteristics.
- Training may include organizational development, critical infrastructure shortfalls, equipment accountability, maintenance and sustainment processes and functions.
- The Contractor shall determine and provide equipment and training resources including all equipment and materials required for the contractor to present course material.
- The Contractor shall develop and provide instructional materials including lesson plans.
Provide Advisory Services to the KDF Logistics, Maintenance, and Supply Depot at Kahawa Barracks, Nairobi
- The Contractor shall attend KDF staff meetings and planning sessions including weekly OSC contractor meetings. The Contractor shall provide expert technical guidance to the KDF to develop professional, effective and accountable logistical enterprise systems and standard operating procedures (SOP’s). The contractor shall provide technical assistance to adapt KDF SOP’s to reflect:
- Relevant lessons learned
- If/when KDF decide on specific course of action (COA) assist with writing and instituting of new system/COA
- The Contractor will maintain an up to date list of outstanding requirements from KDF (ex: Manda Bay ran out of ammo)
- The contractor shall provide technical advisory support on integrating new logistics elements into the logistic enterprise.
- The Contractor shall assist the KDF in the development of SOPs within the logistics units at Kahawa Barracks. These, at a minimum, will describe in detail the best methods for improving the KDF’s ability to manage property at the Kahawa Barracks and improvements over current logistics capabilities.
- The contractor shall assess all data relating to equipment availability and make recommendations to improve operational readiness
- The contractor shall develop execution strategies for incorporating recommendations for sustainable improvement
- As appropriate, the Contractor will interface with other international advisors to stay current on needs, and de-conflict assistance
- The Contractor will serve as the KDF’s subject matter expert on the use and capabilities of forward support companies (logistics companies)
- The Contractor will provide daily support to KDF Logistics, Maintenance, and Supply Depot Staff and mentor staff members on new processes and systems being implemented
Provide Support to the KDF Logistics, Maintenance and Supply Depot
- The Contractor shall support the KDF conduct inventory management including receiving, inventorying, examining, deconsolidating (break-down), re-consolidating, and labeling equipment for designated equipment and materials.
- The Contractor shall support the KDF improve and maintain the existing inventory management system. This system shall incorporate foreign assistance provided by international donors.
- The Contractor shall support the KDF monitor and track all equipment and materials.
- The Contractor shall support the KDF with a routine tracking and supply report on the status of all equipment, including required preventive and routine maintenance.
- The Contractor shall support the development of a Shipping Report outlining the delivery location, the shipment number, product description and quantities of supplies being shipped, container sizes (20’/40’), number of containers in the shipment, estimated time of departure, estimated time of departure at SPOE (Sea Port of Embarkation), estimated time of arrival at SPOD (Sea Port of Debarkation), clearance documentation, and estimated date of delivery to the place of performance.
- The Contractor shall serve as an interface with all key stakeholders to ensure all equipment is properly inventoried and entered into the inventory management system.
Provide ongoing monitoring
- The Contractor will conduct follow-up interviews with Task D training participants and mentored staff to determine impact of training and assistance
- The Contractor shall begin monitoring and evaluation data collection for all indicators, as provided by Department of State M&E team following award of the contract. Data collection shall be conducted on a regular and continuing basis from the time that each Performance Monitoring Framework is approved until the task order is completed. The frequency of data collection shall be defined per each indicator in the frameworks.
Must be US Citizen.
- Qualifications for theLogistics Advisor:
- Five (5) years’ experience working in East Africa
- Five (5) years’ experience working military logistics
- Two (2) years’ experience working military logistics as the Battalion staff level (or equivalent) and above
- One (1) year experience developing and delivering training modules
- Fluent in English
- English fluency shall both be to DLPT 3/3/3 or equivalent
- Demonstrated prior professional experience requiring excellent communications skills, both verbal and written
- Demonstrated experience in relationship management yielding zero customer complaints
