Geographic Information Systems Specialist at FAO

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The position is located in the FAO Representation in Kenya

The post is located in the FAO Representation in Kenya with duty station Nairobi.

Reporting Lines

The Geographic Information Systems Specialist will be under the overall supervision of the FAO Representative in Kenya and the direct supervision of the Land Programme Manager.

Technical Focus

The Food and Agriculture Organization of the United Nations (FAO) in Kenya is implementing an EU-funded project titled “Support to the attainment of Vision 2030 through Devolved Land Reforms in Community Lands of Kenya (GCP/KEN/085/EC)” which focus on the land administration and management, land use planning with an interest on the communal tenure. The GIS officer will facilitate the documentation and analysis of the GIS work within the programme.

Tasks and responsibilities

  • Perform land use classification and change analysis through remote sensing in project counties from available secondary data over a period of at least ten years.
  • Update existing utility maps (socio-economic facilities, health facilities, education facilities, and trade and market facilities, administrative facilities) for at least three project counties and publish on the KIMS.
  • Provide technical support to counties authorities in the mapping of conflict drivers, conflict mitigation and conflict index for the target counties in support of planning resource utilisation by undertaking an analysis of conflict hotspots, identifying the drivers, developing conflict mitigation and index maps, the mapping of migration routes in support of planned grazing and improved food and nutrition security, etc.
  • Provide technical support to counties authorities and communities in mapping of existing forms of communal tenure in consultation with the affected groups.
  • Establish an online Knowledge and Information Management System to host GIS data on land and Natural resources (water resources, wetlands, forests, agricultural areas and livestock livelihood areas) within project counties.
  • Promote use of best practices generated and documented from quarterly and other periodic service provider reports, analysis of monitoring and evaluation reports, donors and stakeholder reviews, ensuring that lessons feed into policy formulation and implementation processes.
  • Develop a training curriculum for county-based technical experts on Geographical Information Systems to facilitate capacity building at county level.
  • Analyse the data needs and translate these needs to run on the existing Land Information portals including LIMS and Open data.
  • Capacity build on relevant GIS and  ICT innovative products for land data collection and sharing
  • Perform any other duty as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • 5 years technical training and/or working experience with various Geographical Information Systems
  • Content Management Systems and Graphic Design software.

  • Excellent understanding of the Kenya policy context in relation to land and natural resource management and climate change
  • Familiarity with FAO modus operandi and other UN programming approaches or previous experience in working for INGOs and/or NGOs
