Colleges and Institutes Canada (CICan) is the national, voluntary membership organization representing publicly supported colleges, institutes, cegeps and polytechnics in Canada and internationally.

Background

Launched on 20th June 2019 by the President of Kenya, H.E. Uhuru Kenyatta, Young Africa Works-Kenya is a partnership between the Mastercard Foundation, the private sector and the Government of Kenya to improve employment outcomes in the country. As a key strategic component of Young Africa Works, the Young Africa Works-Kenya/TVET Program (YAW-K-TVET) will strengthen the quality of Technical and Vocational Education and Training (TVET) institutions and systems in Kenya.

YAW-K-TVET is a 5-year program (2020-2025) implemented by Colleges and Institutes Canada (CICan) in close collaboration with the Ministry of Education, other relevant Government of Kenya agencies, and the private sector. YAW-K-TVET will work through a partner-driven participatory approach focusing on developing 26 Centres of Excellence (COEs) as model institutions that will increase the participation of young Kenyans, particularly women, in market-relevant skills training programs to ultimately increase the number of youth in dignified and fulfilling work in the Big Four and digital sectors.

General Expectations

Reporting to the Senior Technical Advisor/CICan Representative (STA) and working with stakeholders in the specific assigned region, the Partnership Coordinator will support the project team and will act as the principal administrative resource to facilitate activities between the partnerships and their associated contacts, i.e. agencies and departments, private and public sector employers, technical and vocational institutions.

The Partnership Coordinator will provide support to the institutional partnerships, in close collaboration with the Monitoring, Evaluation & Learning team based in Nairobi – that the data collection at the country level is according to plan with respect to timelines, submission of reports, and completeness and reliability of information, will provide logistics assistance to institutional partners and stakeholders to coordinate field visits, and will provide communications support for the program. The position is expected to involve some travel within Kenya.

Duties and Responsibilities

The Partnership Coordinator will:

  • organize logistics for partnership activities and support national Project Office with locally based activities,
  • coordinate monitoring, evaluation and learning activities with relevant country stakeholders. The Partnership Coordinators will be trained in data collection procedures that facilitate data gathering and tasked with region-based data gathering, including conducting surveys,
  • ensure monitoring, evaluation and learning findings are used in project communication and project implementation at the country level,
  • contribute to the implementation and tracking of YAW-K-TVET’s monitoring, evaluation and learning activities,
  • work closely with YAW-K-TVET implementing partners (training institutions and employers) to complete monitoring, evaluation and learning data collection for use by these partners to sustain monitoring, evaluation and learning beyond the project,
  • working closely with the CICan Kenya Industry linkages officer and the training institutions, establish a list of employers (type and size) to be involved in the project,
  • support the COEs with the management of funds and manage and administer the stipends for all trainings,
  • liaise with local locally based organizations to support project activities
  • liaise with the project office to support project implementation activities
  • provide updates to the Senior Technical Advisor /CICan Representative on key issues raised by partners in the field and inform to those that need action from the Ottawa office and/or Senior Technical Advisor/CICan Representative,
  • participate in YAW-K-TVET consultations and meetings, as requested,
  • prepare reports and documents as requested by the Senior Technical Advisor,
  • maintain records of partnership activities,
  • provide verbal updates periodically as requested by the Senior Technical Advisor or delegated program staff,
  • perform any other related tasks as assigned.

Minimum Required Education and Experience

  • A diploma or degree in business administration or social sciences,
  • experience working in an administrative office,
  • experience developing collecting information,
  • experience in research and report-writing,
  • a proven ability to work with a wide range of stakeholders in government and education,
  • excellent written and oral communication skills in English,
  • a good level of proficiency with using the Internet, MS Office applications (Word, Power Point, Excel, and Outlook), and Skype, Microsoft Teams (or a similar application).

Preferred Skills Abilities, Qualifications, and Experience

  • Knowledge of, and some experience with, Results-Based Management (RBM) and Logic Model planning and reporting frameworks
  • experience working in a donor-funded program environment
  • strong communication skills in English; written and spoken, and ability to communicate in Kiswahili
  • ability to work independently
  • prior experience in NGO preferred
  • demonstrated punctuality, attention to detail, professionalism, patience, good humor, and an overall outgoing and positive attitude
  • excellent interpersonal skills, exhibiting grace under pressure
  • flexible, adaptable, and able to execute a range of job duties and changing priorities concurrently.
