Project Description

Tanager is implementing two programs with a focus on gender mainstreaming and nutrition integration. The Impacting Gender & Nutrition through Innovative Technical Exchange in Agriculture (IGNITE) mechanism is a five-year investment implemented by Tanager to improve household nutrition and women’s empowerment by strengthening African institutions’ ability to integrate nutrition and gender into their way of doing business and their agriculture interventions.

IGNITE works with African institutions to design, implement, and evaluate nutrition-sensitive and gender-integrated agriculture interventions. IGNITE will also strengthen the ability of African institutions to incorporate nutrition and gender equality into their policy priorities and business practices—their way of doing business. Based on the interventions implemented by IGNITE clients, IGNITE will identify key mechanisms and drivers of demand for the scale up and replication of nutrition-sensitive and gender-integrated interventions. IGNITE activities will be targeted in Burkina Faso, Ethiopia, Nigeria, and Tanzania. Current project clients include NGOs, private sector companies, and government bodies working in agriculture.

The African Poultry Multiplication Initiative (APMI) is a two-year investment with the primary objective to provide technical assistance (TA) to three APMI poultry companies to reach APMI’s goals of increasing women’s access to poultry production resources and increasing consumption of chicken and eggs by rural communities in Nigeria and Tanzania. Tanager works with the poultry companies to help them understand the value of gender and nutrition integration, as well as helping them design messages or outreach strategies that will allow them to reach their objectives.

Position Summary

Tanager is seeking an experienced Monitoring, Evaluation and Learning (MEL) Manager based in their office in Nairobi, Kenya, who will report to the Team Leader. The overall responsibility for this position is  implementing and managing the IGNITE and APMI project’s MEL framework, coordinating the IGNITE learning agenda implementation and development of qualitative and quantitative measurement tools. The MEL Manager will work closely with the IGNITE project’s technical team and will have primary responsibility for project MEL leadership, tool development, data collection, analysis and reporting.

Essential Duties & Responsibilities

MEL Leadership, Technical Support & Learning Activities for Project Staff (40%)

  • Provide guidance and training to IGNITE and APMI team members on the selection and definition of project indicators.
  • Develop and deliver MEL trainings to support gender mainstreaming and nutrition integration.
  • Use MEL framework results to support the IGNITE technical team’s development of project work plans to ensure that the project is learning during implementation and pursuing interventions that are proven effective.
  • Lead knowledge-capture and learning events for IGNITE’s technical team and BMGF representatives to share experiences and lessons, and brainstorm ways to apply new learning.

Data Collection, Analysis & Reporting (40%)

  • Manage the implementation of a client and activity tracking database system to collect, process and analyze project data.
  • Oversee collection and analysis of project results data for use in quarterly, semi-annual and annual reporting cycles.
  • Track and analyze project indicators and other useful statistics and prepare high-quality and timely reports using the recommended formats and communication channels.
  • Support project evaluations, selected research activities and qualitative surveys by providing necessary MEL and technological support.
  • Develop, deploy and manage Open Data Kit (ODK)-based data collection forms on an as-needed basis for project team members.

MEL Guidance & Support to Project Clients (20%)

  • Collaborate with IGNITE gender and nutrition technical staff to conduct MEL-focused institutional capacity assessments for project clients.
  • Support the identification and implementation of research and learning opportunities with project clients.
  • Provide additional support for qualitative data collection, coding, and analysis, as necessary based on requests from project clients.

Other duties as assigned by your supervisor

Qualifications

  • Bachelor’s degree in statistics, international development or other relevant field required; Master’s preferred.
  • Minimum of five years of experience managing the monitoring and evaluation component of a donor funded project, preferably Bill and Melinda Gates Foundation or USAID
  • Demonstrated experience providing MEL technical support for nutrition and gender activities and programming, preferably on a project dealing specifically with nutrition and/or gender technical areas.
  • Demonstrated ability to apply analytical methods practically in the complex setting of the day-to-day lives of project beneficiaries highly preferred.
  • Demonstrated experience collecting, organizing, and analyzing both quantitative and qualitative data.
  • Demonstrated experience using data and results to direct project learning sessions, such as CLA and/or learning feedback sessions, for project use.
  • Strong record of presenting data analysis to project staff in a clear and compelling format.
  • Strong preference for experience developing ODK-based data collection forms.
  • Strong verbal, writing and presentation skills.
  • Fluent spoken, written, and reading abilities in English is required. French is an added advantage.
