Background:
CRS is implementing a 5 year orphans and vulnerable children (OVC) program, MWENDO, which seeks to empower local and county-level OVC stakeholders to strengthen the formal and informal HIV and child protection systems and services and the linkages between them, including cross-sectoral service referrals and coordination to ensure quality service delivery for OVC and their HHs.
Job Summary:
Reporting to the Case Management Advisor, the Project Officer - Case Management will provide ongoing technical support and supervision to LIPs and the County level stakeholders in case management to ensure that the graduation and transition strategy is effectively implemented. S/he will support Case Management Advisor by providing training, accompaniment and technical support to LIPs focusing primarily on case management, but also referral networks.
S/he will support LIPs, particularly to refine their approaches to case management. S/he will liaise with relevant government ministries and other programs and facilitate learning among LIPs pertaining to case management. The Project Officer - Case Management will also undertake regular mentoring visits to the field to review case files and provide supportive supervision to the LIPs, documenting promising practices and promoting shared learnings across LIPs and other actors.
Specific Responsibilities:
· Ensure that case management services delivered address the holistic needs of OVC and caregivers including health, nutrition, education protection, livelihoods, and psycho-social well-being.
· Regularly monitor case management activities and use the information to improve case management quality and implementation.
· Support roll out and dissemination of updated guidance, standard operating procedures and other job-aids among the LIPs to facilitate case management and referral at the household and community levels to health and social services.
· Strengthen the capacity of LIP staff in case management.
· Disseminate and ensure adherence to case management, child protection, referral and linkages, parenting, and M&E guidance, standard operating procedures (SOPs) and other job – aids and facilitate holistic case management at the household/ community levels.
· Ensure community case workers (CCWs) (LIP staff and Volunteers) complete required case management forms and ensure case filing system is developed and maintained.
· Create community linkages for broader community engagement in case management.
· Map existing community cadres (Community Health Volunteers, Home- Based Care Workers, etc.) in communities to assist with OVC case management.
· Support the Systems strengthening officers in implementation of case conferencing.
· Work closely with the M&E team and project officers to conduct regular data quality checks to ensure case management information collected as part of documentation and monitoring is accurate, reliable, complete, precise, timely and has high integrity.
· Ensure CCWs are coordinating with local structures put in place for case management.
· Provide continuous mentoring and support to LIP staff and relevant Government staff on case management.
· Submit timely updates to the Case Management Advisor for inclusion in reports.
· Document lessons learned and best practices for experience sharing and replication.

Required Qualifications and Experience:
Education
· At least 3 years' experience in community work, preferably with OVC

· Familiarity and understanding of donor-funded projects policies and procedures

Required Travel:
The Project Officer - Case Management will be expected to travel within the Mwendo Program areas of operation.

Education
- Bachelor’s degree in Social Sciences, Public Health or related fields
· At least 3 years' experience in community work, preferably with OVC
- Experience working in both healthcare and community settings.
· Excellent interpersonal skills and demonstrated ability to work effectively in team situations
· Familiarity and understanding of donor-funded projects policies and procedures
- Experience in case management systems
- Demonstrated ability to design and conduct trainings.
- Experience coordinating assessments, data collection and similar activities.
- Strong knowledge of the health and social service sector in Kenya.
- Ability to develop productive working relationships with counterparts in other agencies and organizations.
- Ability to work in a complex environment with multiple tasks.
- Recent experience working in international implementing organizations.
- Excellent written and oral communications skills in English
- Experience in implementing donor-funded projects
- Demonstrated ability to work with and in teams

- Understating of GOK and CRS operating procedures
