External Partnerships Officer at World Food Programme

The United Nations World Food Programme is the world’s largest humanitarian agency fighting hunger worldwide.  The mission of WFP is to help the world achieve Zero Hunger in our lifetimes.  Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

JOB PURPOSE

Reporting to the Head of Partnerships and External Relations within the Regional Bureau Nairobi’s Partnership Unit, the External Partnerships Officer will have the unique opportunity to influence WFP’s future role in the region and to ensure that, by working with others, WFP delivers real results for the millions of people in the region who face food insecurity.

The External Partnerships Officer will support regional engagement with UN agencies, NGOs, inter-regional bodies, governments, and other external partners and maintain current relationships, identify opportunities for new engagements, and support RBN engagement.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Manage a portfolio of the Member States, UN agencies, NGOs, and other partner relationships including inter-governmental bodies; maintain effective relationships to keep them informed on important, strategic operational issues and represent WFP’s interests.

2. Prepare and provide information for Regional Director engagement with the Member States, UN agencies, NGOs, host governments and other partners on the strategy, design, relevance and impact of programmes, to advocate for WFP’s work.

3. Identify opportunities to develop new and existing synergies with other UN agencies with special interest on RBA, UNEP, UN-HABITAT, UNHCR and UNICEF, and make suggestions to senior Officers in order to support more effective and efficient approach to food assistance.

4. Represent WFP in UN (UNEA, UN-HABITAT meetings) and other multilateral bodies, NGOs, regional bodies (such as IFAD and IGAD), and governments (host and donor, vis-à-vis embassies in Nairobi) and inter-governmental bodies. Provide them with information on the programme and develop joint information programmes to increase WFP’s profile and protect its interests.

5. Obtain inputs from WFP that will contribute to inter-governmental/inter-agency work to ensure that WFP positions are properly explained and accounted for in decision making with special interest on Food Security, Climate Change and Migration challenges.

6. Participate in the implementation of relevant inter-agency initiatives which have been prioritized corporately, providing central resources and local training in order to contribute to sustainable change.

7. Lead in cultivating and managing regional-level relationships and in facilitating regional-level consultations with main external partners through close coordination with other teams.

8. Ensure WFP is well positioned in global-level external events and conferences in Nairobi.

9. Identify funding opportunities and support COs in the area of climate financing through close coordination with other teams.

10. Lead in developing new partnership agreements with external partners through close coordination with other teams and headquarters.

11. Plan and supervise the work of more junior staff to ensure that tasks are accomplished in a manner consistent with organizational requirements.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in, Law, Political Science, International Development, Development Economics, Journalism, International Relations, Communications or other relevant fields, or First University degree with additional years of relevant work experience.

Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

Experience: At least 6 years of postgraduate progressively responsible professional experience in a relevant field of work, with a background in international humanitarian and development work; proven experience in the development of effective partnership arrangements, preferably at the international level. Proven experience in inter-agency coordination fora. Proven experience in organizing and facilitating multi-stakeholder events and conferences.

KNOWLEDGE & SKILLS

  • Ability to translate political positions and agreements into meaningful operational outcomes.
  • Sound theoretical understanding of international humanitarian and development concepts and principles with a broad knowledge of best practices, techniques and processes.
  • Understanding of political dynamics and foreign policy decision-making procedures.
  • Strong partnerships and communications skills.
  • Familiarity with UN policies, WFP operations and the East and Central Africa region is desirable.

TERMS AND CONDITIONS

Mobility is and continues to be a core contractual requirement in WFP. However, this position is for the specific assignment outlined in this VA and the selected candidate will be offered a fixed-term appointment locked specifically to the position and related funding,  which means the incumbent shall not be subject to some WFP’s policies including that regarding mobility. Furthermore, the appointment will bear no entitlement to extension or renewal.
