Associate Programme Officer at UNODC

The post is located in various UNODC Project or Programmes Offices under the Regional Office for Eastern Africa (ROEA) in Nairobi, Kenya, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The Associate Programme Officer will work under the overall supervision of the UNODC Representative of ROEA and the direct supervision of the Programme Management Officer (Transnational Organized Crime (TOC), Illicit Trafficking and Illicit Drug Trafficking), with substantive guidance provided by UNODC’s Human Trafficking and Migrant Smuggling Section (HTMSS) and in close cooperation with the Regional Section for Africa and the Middle East (RSAME) at UNODC Headquarters.

Responsibilities

Within assigned authority, the Associate Programme Officer will be responsible for the following duties:

•Work with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects, etc.; monitor and analyse specific aspects of programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and recommend corrective actions; liaise with relevant parties; identify and track follow-up actions.
•Work substantively and technically by supporting the Programme Management Officer (TOC, Illicit Trafficking and Illicit Drug Trafficking) and Crime Prevention and Criminal Justice Officer in the implementation of the Organized Crime and Illicit Trafficking Regional Programme for Eastern Africa with respect to the programming in Kenya and other Member States in Eastern Africa.
•Contribute to the implementation of the Organized Crime and Illicit Trafficking Regional Programme by providing substantive and technical expertise and by supporting the identification of technical assistance needs for capacity building with a special focus on trafficking in persons and smuggling of migrants.
•Provide assistance in implementing the project activities with a special focus on trafficking in persons and smuggling of migrants (incl. procurement and arrangements for workshops and seminars) in line with the project document and the annual project work plan, and in line with UN financial rules and regulations, in close coordination with the Government counterparts, donors and other stakeholders, based on best practices, including UN/UNODC manuals, handbooks, guides, and standards and norms.
•Carry out basic research on selected aspects of programmes, operations and other activities, etc. in particular on human trafficking and smuggling, to include collecting, analysing and presenting statistical data and other information gathered from diverse sources.
•Provide substantive support for policy coordination and evaluation functions, including the review and analysis of emerging development issues and trends, participation in impact evaluation or equivalent studies, etc.
•Assist in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
•Participate in survey initiatives; issue data collection tools, review, analyse and interpret responses, identify problems/issues and prepare preliminary conclusions.
•Contribute to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
•Provide administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
•Undertake outreach activities; participate in the development of training workshops, seminars, etc.; participate in and make presentations on assigned topics/activities.
•Participate in field missions, including provision of substantive and administrative support, data collection, etc.
•Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
•Perform other work-related duties as required.

Education

An advanced university degree (Master’s degree or equivalent) in law or criminal law, political science or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of progressively responsible professional experience in project/programme management, administration or related area is required
Work experience within the United Nations system or similar international organization is desirable.
Work experience in the area of human trafficking, smuggling of migrants or mixed migration is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and the local language, is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency based interview.

Special Notice

Candidates for the National Professional Officer category shall be of the nationality of the country where this position is located.

This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.

Nairobi is classified a B and a family duty station.
