Monitoring and Evaluation Officer at United Nations World Food Programme

JOB PURPOSE

The Evaluation Officer at the Regional Bureau Nairobi will work under the direct supervision of the Regional Evaluation Officer, providing support and oversight to the country offices engaged in decentralized evaluations. He/she is also expected to contribute to the development and implementation of Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes providing technical support and quality assurance, delivering trainings on monitoring and evaluation approaches (both qualitative and quantitative), and positioning WFP as a reliable partner for governments to build monitoring and evaluation strategies

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Social Sciences, Statistics, Development Economics, International Development, Economics, Monitoring and evaluation or other relevant field, or First University degree with an additional years of related work experience and/or training/courses.

Working Experience: Three years or more of postgraduate progressively responsible professional experience in Monitoring and Evaluation, with a focus on evaluation of humanitarian/development programmes. Experience using a variety of quantitative and qualitative analytical tools and methods.

Language: Fluency in both oral and written English. Intermediate knowledge of other UN languages like French would be an advantage.

KEY ACCOUNTABILITIES (not all-inclusive)

You will:

  • Support the management or manage evaluations to generate  independent, credible, and useful evidence that meets high professional standards in line with UN norms and standards and codes of conduct for evaluation in the UN system, embodied in WFP’s Evaluation Quality Assurance System (EQAS).[1] The Evaluation Officer may directly manage decentralized evaluations of moderate complexity or support a senior officer in the management of complex decentralized evaluations. This entails managing or supporting evaluation processes from planning to completion, seeking advice from line manager where appropriate: sourcing, hiring and supervising external evaluators; ensuring transparent communication with internal and external stakeholders and supporting their appropriate engagement in the evaluation process; applying the normative framework, quality assurance and assessment mechanisms to all evaluation deliverables; and managing/monitoring the evaluation budgets
  • Support WFP’s evaluation culture of accountability and learning, working with internal and external stakeholders to enhance learning from and use of evaluation evidence in policy, strategy and programme design and implementation, seeking advice where appropriate.
  • Review draft management responses and advise Management on the coherence of the proposed follow-up actions vis a vis the evaluation recommendations

  • Analyse evaluation evidence and contribute to the preparation of syntheses and/or summaries of evaluation findings and recommendations; contribute to the dissemination of these learning products, adapting messages to specific audiences and platforms.
  • Keep abreast of methodological developments in evaluation and contribute to the development of evaluation methodologies and tools to support continuous improvement in evaluation practice.
  • Participate in WFP evaluation community webinars or meetings and contribute to the sharing of experience and development of good practices.
  • Support WFP collaboration with counterparts from other UN organizations, Government institutions, academia as well as professional evaluation bodies to engage in discussing common Monitoring and Evaluation issues and contribute towards development of theory and practice.
  • Perform analysis of quantitative data to ensure data integrity (accuracy, validity and consistency).
  • Support the use of information management systems for evaluation processes in the organization.

  • Keep abreast of methodological developments in evaluation and contribute to the development of evaluation methodologies and tools to support continuous improvement in evaluation practice.
  • Participate in WFP evaluation community webinars or meetings and contribute to the sharing of experience and development of good practices.
  • Support WFP collaboration with counterparts from other UN organizations, Government institutions, academia as well as professional evaluation bodies to engage in discussing common Monitoring and Evaluation issues and contribute towards development of theory and practice.
  • Perform analysis of quantitative data to ensure data integrity (accuracy, validity and consistency).
  • Support the use of information management systems for evaluation processes in the organization.
  • Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.

  • Contribute to the Evaluation Function development and Reporting.
  • Work with the programme unit to contribute to the development of Theories of Change to support the design of relevant, effective and evaluable interventions.
  • Provide inputs to the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation and monitoring requirements.
  • Proactively engage with partners to identify opportunities for commissioning joint evaluations and engage with or donor-led evaluations UN Sustainable Development Cooperation Framework (UNSDCF) evaluations.
  • Contribute to develop M&E capacity of WFP staff and partners.
  • Manage junior staff members and guide as required to enable high performance as well as act as officer in charge in the absence of the head of unit.
