Legal Office at East African Community (EAC)

The East African Community (EAC) is a regional intergovernmental organisation of 6 Partner States: the Republics of Burundi, Kenya, Rwanda, South Sudan, the United Republic of Tanzania, and the Republic of Uganda, with its headquarters in Arusha, Tanzania. The EAC is home to 150 million citizens, of which 22% is urban population. With a land area of 1.82 million square kilometres and a combined Gross Domestic Product of US$ 146 billion (EAC Statistics for 2016), its realisation bears great strategic and geopolitical significance and prospects for the renewed and reinvigorated EAC. The work of the EAC is guided by its Treaty which established the Community. It was signed on 30 November 1999 and entered into force on 7 July 2000 following its ratification by the original three Partner States – Kenya, Tanzania and Uganda.

Reports to:     Executive Secretary

Main Purpose of the Job:

To provide legal advice to the Lake Victoria Basin Commission as well as rendering other legal services.

Duties and Responsibilities:

  • Facilitate research and articulate regional best practices in harmonization of national laws;
  • Draft, review and guide negotiations on Tripartite Protocols, Agreements, MOUs, Funding and Grant Agreements, Contracts and other legal documents ensuring their consistency with the mandate of the Commission and international law;
  • Provide Partner States, upon request with all necessary legal support with regard to the implementation of the EAC Treaty, the Protocol establishing the LVBC and the Lake Victoria commission Act;
  • Provide legal advice to the Commission in its relations with third parties and employees on matters concerning administration and employment;
  • Represent the Commission in legal disputes;
  • Perform any other duties as may be assigned by management.

Qualifications and Experience:

  1. Bachelor’s Degree in Law from reputable University;
  2. Post Graduate Diploma in Legal Practice or/and Certification of enrollment on the Bar in a Partner State;
  3. A minimum of 5 years of relevant experience at National and/or International level.

Skills and Competencies:

  • Excellent legal drafting skills;
  • Good communication and negotiation skills;
  • Proficiency in use of computers and report writing skills.

Eligibility for applications:

Applicants from all EAC Partner States are eligible to apply for the above position.

Terms and Conditions of Service:

The above position is tenable for a contract of five (5) years renewable once.

This position is subject to the application of the Quota System.

Education Qualifications:

All candidates applying must have qualifications that are recognized by the relevant national accreditation body in their respective Partner State. This condition is applicable for locally and internationally attained qualifications.

All professions that require registration with the specific professional bodies will be expected to do so in compliance with the requirements of their respective Partner States.

Relevant Working Experience:

Internship, training, and apprenticeship will not be considered as relevant work experience.
