The Tana Water Services Board (TWSB) is one of the eight Water Services Boards created under the Ministry of Water and Irrigation following the enactment of the Water Act (2002). TWSB covers 38 Subcounties (Excluding Gatanga) in 6 counties of Nyeri, Murang´a, Kirinyaga, Embu, Tharaka-Nithi and Meru covering an area of 19,169km2 with a population of 4,238,469 (2009 census).The estimated figure for 2015 is 4,537,000 projected from the 2009 population census with 16% urban and 84% rural. 40 per cent of the area is either arid or semi-arid. About 80 per cent of the residents live in the rural areas. Currently, 37 per cent of the population receives their water from water supply schemes that were inherited from the Ministry of Water and Irrigation. The mandate of TWSB is derived from water act 2002 which is to increase access to safe, adequate and sustainable water and sewerage services to both the rural and urban populations within the area of its jurisdiction

Job Purpose
The Officer is responsible for coordinating, overseeing, executing and assisting in all technical matters related to technical planning and design of water and sanitation services so as to ensure access to safe water to all stakeholders in the Agency’s area.
Job Specification
Duties and responsibilities entail;
- Undertaking technical planning and design of water and sanitation infrastructure;
- Development of concept notes and project proposals;
- Undertake pre-and feasibility studies for water and sanitation projects
- Designing and developing appropriate and cost-effective models for water and sanitation infrastructure;
- Prepare plans with detailed drawings that include project specifications and cost estimates
- Preparing technical specifications and project tender documents;
- Developing engineering calculations, diagrams and technical reports
- Marketing of project proposals to potential Development Partners
- Preparing and implementing of the Agency’s quality management system;
- Coordinating preparation of Environmental and Social Impact Assessment (ESIA) Reports ensuring that they are submitted to the relevant institutions for approval;
- Supervise a design team & Performance appraisal of staff in the section and
- Any other duties that may be assigned from time to time.
Person specification
For appointment to this position, a candidate must have:
- At least eight (8) years’ work experience
- Bachelor’s degree in Civil or Water Engineering or a related field from a recognized university.
- Master’s degree in Civil or Water Engineering or a related field from a recognized university.
- Registered Engineer
- Membership to related professional body
- Management course from a recognized institution
- Proficiency in computer applications
- Meets the requirements of Chapter six of the constitution
