Role Purpose
Plan International is an independent global child rights organization committed to supporting vulnerable and marginalized children and their communities to be free from poverty. We place a specific focus on girls and women, who are most often left behind. For over 80 years, we have supported girls, boys and their communities around the world to gain skills, knowledge and confidence they need to claim their rights, free themselves from poverty and live positive fulfilling lives.
The current Country Strategy works to ensure boys, girls and especially adolescent girls from marginalized communities have access to improved services and opportunities and have the capacity to lead their own development.
Specific to the Coastal livelihoods and environmental management project, it aims to mitigate against the impact of man-made activities that have continued to destroy the environment and has had gross impact on the Mangrove cover, Ocean pollution and is attributed to declining fish stocks and destroyed mangrove cover. The project aims to facilitate the rehabilitation of degraded mangrove ecosystems for increased mangrove cover; work with seaweed farmers to increase productivity, exploit local value added products, mobilize schools within the project zone to strengthen 4K clubs, their activities including child rights and capacity to protect the environment.
Dimensions of the Role
The Project Coordinator is responsible for the conceptualization, development and execution of the project activities in line with the approved grant targeting Coastal livelihoods and environmental management in Lungalunga and Msambweni Sub counties. The role will ensure that all the project activities outcome are aligned to realizing Plan International Country Strategy. The responsibilities also include the implementation of the project design, monitoring and reporting on the progress of the project activities. The incumbent will be accountable for monitoring and management of the project budget. Additionally, the role will require to strengthen safeguarding of children in project areas and will require liaison with other project teams to ensure synergy and integration of project interventions. The job holder will manage a multi-million-dollar Project and must be abreast with donor regulations, environment and reporting.
The Project Coordinator will report to the Program Manager and will ensure that project outcomes are realized through providing effective, timely and coordinated project management. S/he will provide direct technical input in the implementation in accordance to donor/Organisations guidelines and standards.
The Project Coordinator will supervise Project Assistant.
Accountabilities
Project design and Implementation:30%
- Support project team to develop quality project outline and ensure that the project is in line with the Country Strategy and the Program Influencing and Quality Policy (PIQP).
- Promote compliance eith donor requirements and regulations in project implementation
- Lead start-up meetings of new projects to guarantee a joint understanding among stake holders on project objective and expectations.
- Promote the realization of set targets quality outcomes.
- Identify and manage project risks
- Enhance gender mainstreaming in the project cycle
- Enhance community participation in the project planning, implementation and monitoring
- Mobilization and inclusion of children and vulnerable groups in the project
- Develop monthly activities and budget plans to be implemented as per approved work plan and that all activities are on track with appropriate scheduling, quality and timelines
- Build relationship with relevant staff to ensure all logistics and procurement processes are in conformity with Plan policies, procedures and standards
- Facilitate access to relevant and accurate information on the project to stakeholders including the government officers, parents, and children.
Manage Project budget 20%
- Develop and regularly update annual and quarterly project implementation plans and budgets.
- Monitor expenditures to promote prudent budget management and adherence to approved budget.
- Promote compliance with relevant donor policies, contracts, and agreements.
- Preparation and submission of accurate and timely financial reports according to donor regulations
Project Evaluation, Monitoring, Learning and Documentation: 20%
- In liaison with M&E, establish proper data management systems in accordance with the donor reporting requirements.
- Monitor the progress of project implementation and undertake corrective actions.
- Promote evidence -based programming.
- Develop quality and timely reports in accordance with donor guidelines and procedures. This includes (activity reports, monthly and quarterly) in line with the laid down requirements and Plan standards
- With support of M&E, enhance learning and knowledge management through documentation and profiling of Plan’s work.
- Contribute to documentation and sharing of best practices with all stakeholders for learning and sustainability beyond the project phase.
- Facilitate and coordinate joint reflection sessisions at Sub country and/or county level
- Build and manage stakeholders: 15%
- To engage and maintain cordial stakeholder relationships for effective project delivery throughout the project cycle
- Maintain a high level of external communication/contact at the community, County levels, Project Stakeholders(KMFRI, KFS, Pwani University). This is to facilitate the implementation of the project activities effectively.
- Promote sensitization of stakeholders and partners on Plan’s policies, strategies, procedures, values and behaviours.
- Coordinate with other NGOs, local and private sector players working within the operational areas to expand opportunities for partnerships.
- Engage and influence key duty bearers towards realization of children rights at the sub-county and county level.
- Promote active engagement and participation of communities in Project activities.
