Chief Executive Officer — Embu Level 5 Hospital at Embu County

Embu County Profile Embu County Government headed by H.E Governor Martin Wambora is one of the 47 counties in Kenya which came into operation after the March 4 2013 General Election. As an entity exercising constitutional authority, it is responsible for county legislation (outlined in article 185 of the Constitution of Kenya), executive functions (outlined in article 183), functions outlined in the fourth schedule of the constitution of Kenya, functions transferred from the national government through article 187 of the constitution of Kenya, functions agreed upon with other counties under article 189(2) of the constitution of Kenya, and establishment and staffing of a public service (under article 235 of the Constitution of Kenya).

JOB GROUP S — EMBU LEVEL 5 HOSPITAL (Re advertisement) VACANCY NO. 01/21 1 POST

Terms of Service: 3 Year Renewable Contract.

Duties and Responsibilities

  • To provide visionary leadership and direction to the organization and to ensure hospital policies and mandate are implemented fully and effectively in line with the strategic plan.
  • To formulate strategies and operational plans, lead teams for high performance and innovation.
  • To ensure prudent management of resources for the achievement of the hospitals mandate and strategic objectives
  • To ensure that the hospitals strategic plans are implemented efficiently, the performance contract objectives and targets are negotiated, achieved and reported in time and annual operational plan and budgets prepared and submitted in compliance with statutory requirements
  • To oversee and direct the development and implementation of the hospital’s strategic initiative and capacity building in line with goals and aspirations of Kenya’s vision 2030 and the national health sector strategic plans
  • To provide the needed transformational leadership of Embu level 5 hospital to meet citizens expectation in line with the new constitution of Kenya
  • To initiate, establish, strengthen and oversee inter institutional collaborations and strategic partnerships for realization of the hospitals mandate and strategic objectives
  • To ensure the hospital staff remain motivated to discharge their responsibilities effectively and efficiently and in compliance with the human resource management policies and practices
  • To establish and sustain effective relationship with the board of management, the government, parent ministry, regulatory bodies, partners, collaborators, funding agencies, the media, other stakeholders, and staff in the interest of the hospital and its clientele
  • To promote a culture of compliance with regulations, statutory requirements, good corporate governance principles and best practices in the hospital
  • To perform any other responsibilities as determined and deemed necessary by the board of management in line with the hospital mandate.

Key Qualifications and Competences

  • Bachelors degree in Medicine and Bachelor of Surgery (MBChB) or Masters degree in any health related field from a recognized institution or Business Administration, Public Administration or another related field.
  • At least ten (10) years relevant work experience, five of which must be at senior level in a large organization.
  • Demonstrate ability in dealing with professionals in different sectors
  • Demonstrated ability to translate strategic intent into tangible results
  • Key skills in Leadership, Governance, change management and training and development are an added advantage
  • Membership to relevant professional bodies.
  • Have thorough understanding of quality assurance within a hospital context, project analysis/and evaluation, policy formulation and relevant legislations and regulations. viii. Satisfy the requirements of Chapter Six of the Constitution of Kenya 2010 including:
  • Certificate of Good Conduct from the Directorate of Criminal Investigations;
    • Clearance from the Higher Education Loans Board;
    • Tax Compliance Certificate from the Kenya Revenue Authority;
    • Clearance from the Ethics and Anti-Corruption Commission; and
    • Report from an Approved Credit Reference Bureau.
