The National Roster Talent Pool is a collaborative proactive talent mapping initiative of Regional Bureau-Nairobi, WFP Kenya Country Office and WFP Somalia Country Office as they seek to build a pool of highly qualified and dynamic professionals interested in working with WFP, when the need arises.

Selected applicants will undergo a rigorous process, which includes screening against the job requirements, a technical test and a panel interview.

Successful national roster applicants will be notified and placed on the pool for a period of up to 2 years during which he/she and will be engaged for fixed term national positions in any of the three WFP offices ( Kenya Country Office , Somalia Country Office or The Regional Bureau  in Nairobi when the need arises.

 

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree (MA) in one of the following disciplines: social sciences, gender, international development, development economics or another related field like international relations, human rights, political science, or humanitarian studies.

Experience: At least five (5) years of solid progressively responsible professional work experience working on gender and protection, preferably in humanitarian and resilience settings.

Knowledge & Skills:

  • In-depth knowledge of gender and protection in humanitarian and resilience settings, including gender-based violence, humanitarian policy issues, and their linkage with food security and nutrition.
  • Solid analytical, writing skills, and communication skills.
  • Sound knowledge and skills in training and facilitation.
  • Knowledge of UN system policies and functions of gender-mandated agencies.
  • Flexibility to travel on short notice and to challenging and difficult environments.
  • Team spirit and excellent interpersonal relations.
  • Experience using MS Word, MS Excel, MS PowerPoint and other WFP software an asset.
  • Knowledge of WFP administrative policies and procedures considered an asset.

Language: Fluency in both oral and written communication in English is essential. Somali language skills particularly spoken are an asset.

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

JOB PURPOSE

Background

WFP Somalia is committed to ensuring that gender and protection are mainstreamed into all aspects of programming and operation. In the first quarter of 2017, WFP Somalia developed the Country Gender Action Plan to direct activities at the country-level and support the implementation of the Gender Policy and Regional Implementation Strategy. The CGAP will extend over the period 2017-2020 and will support the CO in promoting gender equality and women’s empowerment. Against this background, the services of a Programme Policy Officer (Gender and Protection) are required in WPF Somalia Country Office to implement the gender and protection-related actions included in the first phase of the CGAP implementation, and provide other protection response support as needed.

In Somalia, protection is an ongoing concern particularly with regular conflict (militancy or resource based) throughout the country. Limitations in movements to access food, services and livelihoods impede the abilities of Somalis function normally. In addition, insecurity and lack of governance threaten the safety of those who choose to move, especially women and children who face assault and abuse when doing their daily tasks of looking for water or fuelwood. Considering the country context, where high levels of GBV and violence against women and girls are key concerns. The safety and security as well as the ability of displaced populations to access food and services are of key concern from WFP’s perspective.

In 2017, the Centrality of Protection for the humanitarian community was endorsed. Three interlinked priority areas where protection is lacking in different parts of Somalia and poses a significant challenge to the entire humanitarian response were identified namely: Identifying and addressing differential risks of exclusion and discrimination.  Addressing critical protection concerns with increasing displacement towards IDP sites and collective centers. And, enhancing the protection of communities in conflict zones, through enhanced delivery of assistance among other areas.

Under the direction of the Head of Programmes and technical advice from the Gender and Protection Officer, the Programme Policy Officer will provide advice, analysis and overall support to guide WFP’s humanitarian response in Somalia. The Programme and Policy Officer will also provide strategic and technical support for the mainstreaming of gender equality and women’s empowerment, in accordance with the Country Gender Action Plan (CGAP), and protection and AAP across WFP operations in the country. The Programme and policy will support efforts to integrate accountability to affected populations (AAP), gender and protection into WFP programmes. The Programme Policy Officer will a conflict sensitive or peacebuilding approach as appropriate, and support principled humanitarian access including in integrated UN mission settings. Efforts to integrate AAP, gender and protection in WFP programmes are informed by WFP’s Humanitarian Principles (2004), WFP’s five commitments to Accountability to Affected Populations (2012), WFP’s Humanitarian Protection Policy (2012), WFP’s Role in Peacebuilding in Transition Settings (2013) and WFP’s Gender Policy (2015). The selected candidate will be responsible for coordinating the Somalia Country Office efforts with the practical implementation of these policies.

KEY ACCOUNTABILITIES (not all-inclusive)

The Programme Policy Officer (gender, inclusion, protection and AAP) will be overall supervised by the Head of Programmes and directly supervised by the Programme Policy Officer for Gender/Protection. S/he will closely work with Strategic Outcome and Activities Managers, and Head of Units in the Country Office and as well as with the sub-offices and field based staff. S/he will be responsible for, and not limited to, the following duties:

Core responsibilities:

  • Support robust mainstreaming of gender and protection/AAP into WFP Somalia programming and operations, including systematic age and gender analysis, monitoring and evaluation, reporting, strategy and policy advice on specific gender/protection/AAP issues which impact WFP Somalia operations, including in the targeting of beneficiaries, choice of transfer modalities, making sure programmes do no harm.
  • Provide advice, guidance and follow-up in relation to protection and gender aspects of the Beneficiary Feedback Mechanism and Targeting.
  • Facilitate and support the integration of Gender Equality and Women’s Empowerment (GEWE) approaches in the monitoring, evaluation and knowledge management frameworks and ensure that gender considerations are integrated in all data collection initiatives, and to ensure proper gender analysis ensues.
  • Lead the implementation of the Somalia Gender Action Plan and working towards progress to meet yearly targets.
  • Assist in developing staff and partner capacities to integrate gender equality, inclusion and protection principles into their work, employing diverse learning methods in daily operations and operations.
  • Work with the budget and programming office to generate gender budgeting for submission on a yearly basis.
  • Advocate management for adequate allocation of human and financial resources for effective mainstreaming of gender and protection-sensitivity.
  • Responsible for gender and protection reporting particularly for information requests coming from Regional and Headquarters, including preparing corporate reporting such as the Standard Project Reporting, tracking all gender and protection related indicators and benchmarks.
  • Provide WFP staff with regular information and updates on gender and protection concerns and trends in WFP’s programme areas.

Advocacy and partnerships

  • Together with the Gender Results Network, identify opportunities for advocacy for the promotion of gender equality and women’s empowerment, and protection-sensitive planning and risk mitigation, including corporate events such as 16 days of activism and Women’s Day.
  • Support the development of relationships with gender and protection mandated agencies and inter-agency fora to strengthen coordination and advancement of gender equality, inclusion, protection, and AAP as related to food and nutrition security.
  • Represent WFP in interagency working groups (including the Gender Themed Group, Gender Based Violence sub-cluster, Prevention of Sexual Exploitation and Violence Taskforce meetings) related to gender equality and protection as necessary.
