The National Youth Council is a state corporation domiciled in the Ministry of Public Service, Youth and Gender which came into being after the enactment of National Youth Policy (NYP) (2007) and the National Youth Council (NYC) Act (2009). The NYC Act 2009 was operationalized in December 2012 following nationwide wide youth elections held as per the NYC Election Guidelines 2011. The need to have a National Youth Council was created after heightened attention to youth issues in response to the post-election violence experienced in the country in January 2008 and in adherence to international obligations on youth empowerment specifically, the African Youth Charter. The Council is a youth empowerment platform and provides an elaborate structure that facilitates the participation and inclusion of the youth in governance, national affairs and ensures programmes are youth centered and driven

OR

Responsibilities

The duties and responsibilities of the officer will entail: –

  • Coordinating the activities of the department;
  • Overseeing development of policies, strategies regulations and guidelines for regulation and coordination of activities and initiatives relating to youth
  • Identifying, establishing and maintaining a database for all youth group, youth focused community-based organizations, NGOS, and civil societies. movements and other organizations undertaking activities and initiatives relating to youth;
  • Regulation and coordination of activities and initiatives relating to youth and being undertaken by youth groups, youth focused community-based organization, non-governmental organization, civil society, movements and other organizations;
  • Establishing and maintaining a database on all existing policies and legislations affecting the youth;
  • Lobbying for review where necessary of existing policies & strategies and legislation on issues affecting the youth;
  • Facilitating the periodic review of the national youth policy in line with other government policy statements;
  • Identify existing forms of abuse and manipulation for youth to inform policy decisions.
  • Initiate the formulation of operational guidelines that protect the youth against any form of abuse or manipulation;

Accounts Duties

  • Approving payment vouchers and committal documents in accordance with laid down regulations;
  • Preparing financial reports and analyze income and expenditure against budgets;

  • Ensuring safe custody of financial records, documents, cheque books and assets;
