Project Officer – GIS at World Vision International

Position: Project Officer – GIS

Reporting to: Technical Specialist – Design, Monitoring & Evaluation

Grade Level: 12

Work Location: Nairobi

Purpose of Position

To lead and collect field data collection and quality management through building capacity in collecting GIS data and updating it in the Universal WASH Coverage GIS system for World Vision Kenya. The specialist will publish the Projects’ areas representing the project coverage for access by all the stakeholders and donors.

Major Responsibilities

50% GIS Data Collection, Analysis, Management and Reporting
  • Support field data collection teams to collect data on the location of water sanitation and hygiene assets such as boreholes, water points, latrines, handwashing facilities, and households.
High quality locational data in the GIS system
  • Implement WASH universal coverage GIS mapping in the required locations.
Functional GIS system for WASH universal coverage
  • Create, maintain and update the geodatabases for all the data mapped from the field.
Updated geodatabases
  • Where necessary, undertake desk-based data capture (digitizing) to convert paper maps to GIS datasets.
  • Analyze geographical information, prepare and distribute maps in various formats including static and interactive/web maps
GIS maps in place for sharing with internal and external stakeholders
  • Use tools to join together different GIS datasets and create new information or investigate patterns and trends.
GIS trend analyses, shared with relevant staff for use.
  • Prepare and provide GIS reports based on the data collected from the project areas.
Evidence based GIS reports
  • Share project data on the mapped areas, ensuring strict adherence to data sharing protocols
GIS products, shared with relevant staff for use.
  • Ensure that business processes, standards and guidelines related to GIS in WASH initiatives are adhered to in project implementation.
25% Data quality control
  • Co-ordinate and supervise filed level mapping with specific emphasis on data quality management.
  • Undertake data validation to ensure completeness, accuracy, consistency, and relevance of data in the Universal GIS system.
High quality data available for use in decision making.
15% Capacity Building
  • Prepare training materials and train field data collection staff and enumerators.
  • Facilitate staff continuous learning on use of new or existing software’s supporting GIS.
100% of the project data collection staff inducted on GIS reporting for enhanced WASH universal coverage
  • Maintain all the GIS mapping mobile devices, ensuring that they are up to date with mapping applications/ softwares
All mobile phones software updated and safety of devices ensured.
5% Engagement and Networking
  • Linkages with partners (Other NGOs, County government and Faith Based Organizations, in mapping facilities integrated with WASH in the areas of focus.
Information on mapped facilities that include schools, health facilities, religious institutions, etc. documented for use.
5% Other Duties

Minimum education, training and experience requirements to qualify for the position:

  • Bachelor’s degree in Geomatics Engineering, Geographical Information Systems, Geography.
  • At least 2 – 3 years’ experience in conceptualization and preparation of maps and other cartographic products using ArcGIS products; working knowledge of the latest version of the software, i.e., ArcGIS 10.5, ArcGIS online, and Survey 123

Preferred Skills, Knowledge and Experience

  • Previous work experience in a busy GIS environment preferred.
  • Must demonstrate ability to manage spatial datasets, and maintain the strictest confidentiality of sensitive data.
  • IT skills, including the use and manipulation of complex databases and spreadsheets
  • Knowledge of specialized software packages such as ArcGIS Desktop, ArcGIS online and Survey 123
  • GIS data visualization skills preferably web mapping
  • Self-driven and passionate
  • Ability to work under tight schedules and with highly competing priorities.
  • Ability to work with minimum supervision.
  • Good presentation skills
  • Strong written and oral communication skills
