The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Law Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental law, governance and related policy issues, including those related to multilateral environmental agreements (MEAs). To fulfil its mandate, the work of the Law Division focuses on: leading the international community in the progressive developmental of environmental law; supporting States in the development and implementation of legal, institutional and policy measures that address emerging and important environmental challenges; facilitating cooperation and coordination among MEAs and between UNEP and those agreements; working with MEA Secretariats to support Parties to the respective MEAs in implementing their treaty obligations; and facilitating policy dialogue among States on issues relating to international environmental law and governance. This position is located in the Law Division in Nairobi, Kenya. Under the supervision of the Deputy Director, Law Division, the incumbent will be responsible for the following duties:
Responsibilities
• Plans, coordinates and oversees the Division’s programme/project planning and preparation of work for project and sub-programme initiatives.
• Manages, coordinates and directs administrative and programme support activities within the Division, including fund management, human resource management, knowledge management and communication, and support to Environmental Governance sub-programme coordination; ensures the provision of administrative and programme support that enable substantive work programmes and programmed activities of the Division to be carried out in a timely fashion, in coordination with relevant offices across the organization, as appropriate.
• Manages, supervises and coordinates the staff under his/her responsibility to ensure the effective provision of the above-mentioned administrative and programmatic support in the Division; provides programmatic and substantive reviews of draft prepared by others.
• Contributes to the monitoring and reporting on budget/programme performance or on programmatic/substantive issues, as appropriate.
• Ensures that the outputs produced by staff under his/her supervision maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the staff under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
• Prepares and coordinators inputs for the work programme of the Division, identifies priorities and advises on the allocation of resources for the completion of outputs and their timely delivery.
• Oversees the programmatic and administrative tasks necessary for the functioning of the Division, including preparation of relevant legal instruments, budgets, monitoring, reporting for results-based management, human resource activities, knowledge management and communication and sub-programme coordination.
• Performs other duties as may be required.

Education
Advanced university degree (Master’s degree or equivalent) in environmental policies or management, law, international relations, political science, business or public administration, finance or a related field is required. A first-level university degree in combination with two years qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of ten (10) years of progressively responsible experience in programme/project management, administration or related area is required.
Practical experience in the operation of the United Nations or other international organizations, in particular in the field of environment, is desirable.
Experience with the UN’s budget and financial management process is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another UN working language is an asset.
Assessment
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.

United Nations Considerations
According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity.
