For appointment to this grade, a candidate must:
- Have Bachelor’s Degree in any of the following disciplines:- Economics/Statistics, Business Administration/Management, Education, Sociology, Political Science, Development Studies or any other equivalent qualification from a recognized institution;
- Have Master’s degree in the fields above or equivalent qualifications from a recognized institution will be an added advantage;
- Have a minimum of five (5) years relevant work experience
OR
- Have served in the grade of Senior Research Analyst for a minimum period of three (3) Years;
- Certificate in Research Methodology from a recognized institution;
- Be a member of a relevant professional body and in good standing;
- Have a Certificate in Management Course lasting not less than four (4) weeks from a recognized institution;
- Have demonstrated professional and administrative competence as reflected in work performance and results;
- Knowledge in ERP system will be an added advantage;
- Have proficiency in computer application skills; and
- Fulfill the requirements of Chapter six of the Constitution.

Responsibilities
The duties and responsibilities of the officer will entail:-
- Coordinating research needs assessment and implementation of research findings; drafting research proposals;
- Designing tools and methodologies for research;
- Coordinating data collection process;
- Identifying and composing data collection teams;
- Disseminating research findings to stakeholders;
- Maintaining an inventory and documentation of research;
- Coordinating the formulation of research policy and strategy;
- Identifying institutions for research and collaboration;
- Spearhead monitoring, evaluating and reporting on the efficiency of the research and Policy support process;
- Development of Departmental Work plan and Budget; and
- Preparing periodic reports.
