General Summary and Background

The purpose of the Afya Ugavi Project under the USAID Global Health Supply Chain Program – Procurement and Supply Management project is to address the supply chain and health commodity systems strengthening needs of the family health, malaria and HIV∕ AIDS programs within Kenya. This will be directed through technical assistance (TA) at both national and county level. The task order will support the Ministry of Health (MOH) Department of Family Health (DFH), National Malaria Control Program (NMCP), and the National AIDS and STI Control Program (NASCOP).

Principal Duties and Responsibilities

To develop and implement day to day malaria program activities and provide oversight of insecticide treated nets (ITN) distribution related activities in order to achieve malaria program deliverables. This position will also support and represent the malaria program department in relevant forums while ensuring ITN distribution program is strategically aligned to the evolving global malaria prevention agenda.

Principal Duties and Responsibilities

  • Manage Malaria ITN program activities implementation and regularly review progress against key program deliverables, facilitate internal and external discussions regarding how best to increase measurable health outcomes.
  • Participate in program log frame development and M&E to ensure ITN program deliverables are tracked and met
  • Manage relevant program budgets to ensure cost effectiveness and adequate spending levels are maintained within an acceptable margin of error
  • Participate in malaria project design, funding proposals, donor and other reports
  • Supervision, performance management and motivation of the 6 regional ITN coordinators to ensure the proper running of the ITN distribution and an enabling environment for employee performance and ensure individual and career growth
  • Coordinate capacity building and performance monitoring of the mechanism to undertake warehousing and distribution of ITNs procured with PMI funding
  • Work with the AU LMIS Advisor, DNMP and the Warehousing and Distribution mechanism(s) to ensure establishment of a country-owned and sustainable data capture and routine reporting of ITNs data as well as an efficient order management system
  • Work with M&E and other relevant officers to ensure monitoring and evaluation systems and MIS meet the information needs to maintain effective, evidenced based programming
  • Constantly map the available resources for Malaria and ensure alignment of programs to access the same.
  • Develop, update and implement ITN risk mitigation plan by ensuring that all risks associated with ITN distribution (net loss, nets given to non-targeted population etc.) are minimized and eventually eliminated altogether.
  • Manage periodic mass net distribution activities and post distribution evaluation surveys in collaboration with DNMP, KNBS and other line stakeholders
  • Participate in the Vector Control and PSM committee of expert’s meetings, National malaria commodity quantification meetings and any other stakeholder forums as assigned and ensuring that the Division of National Malaria Program (DNMP) and other stakeholders are well updated on LLIN distribution program.
  • Develop and maintain good working relationship with the Division of National Malaria Program and other stakeholders at both the national and county level.
  • Any other tasks as assigned by the supervisor or the Activity

Desirable qualifications

  • Bachelor’s degree in Biological or Social Sciences, Public Health or equivalent
  • At least 8 years’ relevant experience.

  • Planning and organization skills

Supervision and Evaluation

The Technical Officer is supervised and evaluated by the Activity’s Technical Advisor.

Level of Effort and Location

This long-term position and will be based in the Counties of operation.
