Programme Management Assistant x2 at United Nations Human Settlements Programme

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-Habitat helps the urban poor by transforming cities into safer, healthier, greener places with better opportunities where everyone can live in with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. The position is located in the Regional Office for Africa (ROAF), Somalia Programme. Under the overall guidance and supervision of the Chief Technical Advisor and the direct supervision of the Programme Management Officer (PMO), the incumbent will be responsible for the following duties:

Responsibilities

.Project Management:
•Provide assistance in support of planning and implementation of activities/processes of the programme.
•Research, compile, analyse, summarise, and present basic information/data on specific programmes/project and related topics.
•Assist in the coordination of project planning and preparation; monitors status of project proposals; takes necessary action to ensure project documents are completed and submitted to relevant parties for approval.
•Focal point for coordination of program implementation activities, involving extensive liaison with different units on follow ups, and backstop country office when need be.

2.Financial and Budgetary:
•Review project documents for completeness and compliance with relevant rules and procedures and identify inconsistencies prior to submission for final approval.
•Prepare budget revisions verify funds availability; and ensure necessary approval and entry in Enterprise Resource Planning (ERP)/Umoja system.
•Compile, summarise and enter data on project delivery, identify shortfalls in delivery, deviations, budget overruns, etc., and bring it to the attention of management.

3.General Administration:
•Review submissions of programme requests ensuring that requisite information is included, obtain necessary clearances, process and follow-up on all administrative actions related to project implementation, e.g. recruitment, travel arrangements, organisation of workshops, payments, procurement etc.
•Prepare, maintain and update filing systems; generate periodic and ad hoc reports, statistical tables, graphic content and other background materials to facilitate inspection and reviews.
•Provide assistance to the country team on reporting requirements and ensure completeness and accuracy of data submitted.
•Maintain calendar/schedules; monitor changes and communicate relevant information to appropriate staff inside and outside the immediate work unit.
•Perform other relevant duties as assigned.

Education

High school diploma or equivalent is required. Supplemental training in procurement, administration, finance, budget or related area is highly desirable. Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application.

Work Experience

A minimum of five years of progressively responsible experience in procurement, project administration, budget support, general administration or related area is required.
Experience in applying United Nations rules and procedures is desirable
Experience working with SAP Enterprise Resource Planning (ERP) systems, Excel, Access and other analytical tools is also desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available for a period of 364 days. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
