The Commission dates back to 1954 when Civil Service Commission was established by British Colonial Government following Holmes Commission Report, 1948; Civil Service Commission was advisory to the Governor in matters of appointments; At independence in 1963 it was enshrined in the constitution and renamed Public Service Commission; Independence Constitution had Regional PSC’s but abolished in 1964 following constitutional amendments; It is the oldest Constitutional Commission and its mandate has expanded over the years. The Commission then constituted of a chairman, a deputy chairman and fifteen members all appointed by the President. The Commission, since then, has handled matters of human resource management in the public service especially the civil service and local authorities. Constitution of Kenya, 2010 promulgated on 27th August 2010 reconstituted the Commission with a redefined and expanded mandate and a lean membership.
Assistant Director, Human Resource Management and Development – Fourty (40) POSTS (Based at the County Commissioners
Offices) – V/NO. 6/2021
For appointment to this grade, a candidate must have the following qualities:-
- Served for a minimum of eight (8) years and currently serving in the grade of Senior Human Resource Management and Development Officer, CSG 9 and above or in a comparable and relevant position in the Public Service;
- Have a Bachelors degree in Human Resource Management/Industrial Relations, a relevant Social Science, Public/Business Administration or other relevant and equivalent qualification from a university recognized in Kenya; and
- Shown merit and ability as reflected in work performance and results
Duties and Responsibilities
An officer at this level will be based at the County Commissioners Office and will be responsible to the County Commissioner for management of National Government County staff. Specific duties and responsibilities will include:
- Being the Secretary to the County Human Resource Advisory Committee (CHRAC);
- Undertaking training and development, discipline, promotions, deployment and staff performance and appraisal;
- Making proposals on Human Resource Planning and Succession Management;
- Analyzing staff performance and career progression and making appropriate recommendations; and
- Ensuring correct interpretation and implementation of human resource management policies, rules and regulations including those relating to pensions, salary administration, labour laws and other statutes relating to human resource management
- Promotion of values and principles of public service; and
- Preparing regular, quarterly and annual reports as may be required.
