Civilian Administrative Officer at Public Service Commission Kenya (PSCK)

The Commission dates back to 1954 when Civil Service Commission was established by British Colonial Government following Holmes Commission Report, 1948; Civil Service Commission was advisory to the Governor in matters of appointments; At independence in 1963 it was enshrined in the constitution and renamed Public Service Commission; Independence Constitution had Regional PSC’s but abolished in 1964 following constitutional amendments; It is the oldest Constitutional Commission and its mandate has expanded over the years. The Commission then constituted of a chairman, a deputy chairman and fifteen members all appointed by the President. The Commission, since then, has handled matters of human resource management in the public service especially the civil service and local authorities. Constitution of Kenya, 2010 promulgated on 27th August 2010 reconstituted the Commission with a redefined and expanded mandate and a lean membership.

For appointment to this grade, a candidate must have

A Bachelors degree in Social Science in the following fields; Government, Human Resource Management, Public Administration, Communication, International Relations, Public Relations, Economics, Business Administration, or any other equivalent and relevant qualification from a university recognized in Kenya;

Duties and Responsibilities:

This is the entry and training grade for this cadre. An officer at this grade will perform a variety of duties of limited scope and complexity under the guidance and supervision of a more senior officer. The officer may be deployed in a field unit or at the Ministry Headquarters.

Specific duties and responsibilities will include:

  • Managing and ensuring proper supervision of Civilian employees in a military unit or cluster of units;
  • Coordinating staff welfare matters;
  • Overseeing facility cleanliness and maintenance;
  • Documenting and keeping records of Ministry assets and inventory;
  • Coordinating procurement and issuance of working tools, materials, and equipment;
  • Coordinating and organizing ministerial functions including protocol management;
  • Coordinating implementation of cross cutting programs such as HIV/AIDS control, ADA prevention, Drugs and Substance Abuse, Gender and Disability mainstreaming, ethics and integrity;
  • Managing and coordinating transport services;
  • Handling public complaints and petitions presented to the Ministry; and
  • Performing general office administrative duties/executive assistant
