Programme Management Officer at United Nations Environment Programme (UNEP)

The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the world’s environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the environment.

UNEP’s Science Division is responsible for analyzing the state of the global environment, providing early warning information and assessing global and regional environmental trends to catalyze and promote international cooperation and action on the environment. This post is located in the Office of the Director of the Science Division at the Nairobi duty station.

Under the direct supervision of the Director, Science Division and within delegated authority the incumbent will be expected to provide substantive, operational and programme management support to the Director of the Division. The incumbent will be responsible for the following duties:

Responsibilities

  1. Identifies priority problems and issues to be addressed and proposes corrective actions to the Director; liaises with the Executive Office, other Divisions, Regional Offices and Secretariats; identifies and tracks follow-up actions.
  2. Keeps the Director updated on Subprogramme performance through liaison with relevant coordinators and alerts the Director on any potential fallouts; serves as focal point from Director’s office to support Branch and Unit Heads in the implementation of Programme of Work.
  3. Researches, analyzes and presents information and briefing notes to the Director gathered from diverse sources.
  4. Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  5. Prepares various written outputs for the Director, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, memos, emails etc.
  6. Coordinates reports related to implementation of recommendations and responses to oversight bodies(programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.) as required by the Executive Office, donors and partners.
  7. Assists the Director in participating or leading meetings and field missions, including inter and intradivisional liaisons with outposted Secretariats and Units, other UNEP Divisions and staff, provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  8. Performs consulting assignments, in discussion with the Director, through planning facilitating workshops, other interactive sessions and assisting in developing action plans.
  9. Performs other duties as required.

  2. PLANNING & ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
  3. CLIENT ORIENTATION: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education

  1. Advanced university degree (Master’s degree or equivalent) in environmental sciences, economics, management, business administration, or a related field.
  2. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in environment, project or programme management, administration or related area is required.
  • Experience working for a senior management level officer is desirable.
  • Work experience at the UN or similar organization is desirable.
  • Work experience in management, implementation and delivery of outputs of a work programme is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

NOTE: “fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “Knowledge of” equals a rating of “confident” in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.

Appointment against this post is for an initial period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
