The Commission dates back to 1954 when Civil Service Commission was established by British Colonial Government following Holmes Commission Report, 1948; Civil Service Commission was advisory to the Governor in matters of appointments; At independence in 1963 it was enshrined in the constitution and renamed Public Service Commission; Independence Constitution had Regional PSC’s but abolished in 1964 following constitutional amendments; It is the oldest Constitutional Commission and its mandate has expanded over the years.

For appointment to this grade an officer must have:-
- served for a minimum period of eight (8) years and currently serving at the grade of Senior Regulatory, Communication and Field Services Officer, CSG 9 and above or in a comparable and relevant position in the wider public service;
- a Bachelors degree in any of the following disciplines: – Law, Trade, Investments, Banking, Finance, Project Management, Public Administration, Business Administration, Economics, Statistics, Commerce, Communication or equivalent qualification from a university recognized in Kenya;
- demonstrated professional competence and managerial capability as reflected in work performance and results; and
- demonstrated a clear understanding of the legislative processes and experience in conducting advocacy and publicity campaigns.
Duties and Responsibilities
Duties and responsibilities at this level will include:-
- analysis of National legal framework and its appropriateness to business transformation and identification of legal overlaps and hurdles that exist in current laws;
- liaising with stakeholders to address regulatory challenges affecting businesses;
- preparing briefs, validating and making recommendations on reports on the business climate;
- coordinating research/studies on the business climate;
- managing the business transformation monitoring systems;
- validating information, educational and communication (IEC) materials on business transformation;
- promoting public and private sector partnerships in business transformation;
- disseminating business transformation policies and programmes; and
- conducting advocacy and publicity campaigns on business transformation
