The Commission dates back to 1954 when Civil Service Commission was established by British Colonial Government following Holmes Commission Report, 1948; Civil Service Commission was advisory to the Governor in matters of appointments; At independence in 1963 it was enshrined in the constitution and renamed Public Service Commission; Independence Constitution had Regional PSC’s but abolished in 1964 following constitutional amendments; It is the oldest Constitutional Commission and its mandate has expanded over the years.

Basic Salary Scale: Kshs. 133,870– 197,800 p.m. (CSG5)
House Allowance Ksh.48, 000 – 60,000p.m (Depending on duty station)
Commuter Allowance KShs. 20,000 p.m.

For appointment to this grade, an officer must have:-
- served for a minimum period of ten (10) years and currently serving at the grade of Assistant Director, Regulatory, Communication and Field Services, CSG 7 and above or in a comparable and relevant position in the wider public service or private sector;
- a Bachelors degree in any of the following disciplines: – Law, Trade, Investments, Banking, Finance, Project Planning and Management, Public Administration, Business Administration, Economics, Statistics, Communications or equivalent qualification from a university recognized in Kenya;
- a Master’s degree in any of the following fields:- Law, Trade, Investments, Banking, Finance, Project Planning and Management, Public Administration, Business Administration, Economics, Statistics, Communications or equivalent qualification from a university recognized in Kenya; and
- demonstrated professional competence and managerial capability as reflected in work performance and results.
Note: Experience in regulatory reforms, coordination of legal reviews and interpretation of laws governing business climate and engaging with County legislative personnel, will be an added advantage.
Duties and Responsibilities
An officer at this level will report to the Secretary, Business Reforms and Transformation for effective management and administration of the Directorate of Regulatory, Communication and Field Services.
Specific duties and responsibilities will include:-
- identification of global best-in class legal framework and national laws to inform design of new national laws that affect business climate;
- analyzing national legal framework and determining their appropriateness to business reforms;
- liaising with county legislative teams on minimizing regulatory hurdles that impede businesses;
- designing mandatory legal and regulatory changes for business reforms;
- engaging with legal fraternity stakeholders on legal reform plans;
- liaising with private sector on government-private sector reform agenda;
- branding and disseminating business reforms to stake holders for feedback;
- establishment of framework for effective stakeholder engagement; and
- formulation of county engagement strategies
