Finance and Budget Assistant at The United Nations Office at Nairobi

The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the respective office of the Secretary-General. UNON supports programme implementation of the UN Environment Programme (UNEP) and the UN Human Settlements Programme UN-HABITAT) globally, as well as other UN offices in Kenya, by providing administrative, conference and information services (www.unon.org). This post is located Budget and Financial Management Services (BFMS), Division of Administrative Services (DAS). Under the direct supervision of the Unit Chief, Reporting and Monitoring, the incumbent will perform the following duties:

Responsibilities

BUDGETING: 1. Support the monitoring of budget implementation and performance through reporting ; 2. Assist in the collection of data and preparation of cost estimates and budget proposals in terms of staff and non-staff requirements for regular budget and extra-budgetary resources under UNON Administration ; 3. Assist to Monitor requisitions for goods and services are in line with authorized budgets, the priorities of the organization and the UN financial rules and regulations; 4. support in reviewing requests for creation and extension of positions as well as requests for recruitment; 5. Assist in the execution of cost recovery in line with established agreements and policies and support on the collection of associated receivables; 6. Perform certifying functions of financial transactions as per delegation;

ACCOUNTING: 1. Review and analysis of various accounting data and assist in reporting and monitoring ;2. Support open item managed accounts (OIM) analysis in the ERP system (Umoja) for corrective action; 3. Assist to Verify accuracy of postings and process corrections as appropriate;4. Scrutinize supporting documents for completeness, accuracy and validity of requests in line with applicable policies, procedure, rules and regulations; 5. Processing of financial documents in line with the financial rules and regulations; 6. Perform approval functions of financial transactions as per delegation.

GENERAL: 1. Prepare and analyze reports with a view to identify anomalies and unusual trends and recommend corrective action as appropriate; 2. Ensure that accurate and complete accounting, reporting and internal control systems are in place and functioning; 3. Perform data extraction and prepare various reports for management review; 4. Respond to queries and draft correspondence to clients and other stakeholders in a timely and effective manner; 5. Ensure that all relevant records and audit trails are maintained; 6. Act as deputy to team leader and back up for other team members; 7. Performs other related duties as required.

Education

High school diploma or equivalent is required. Additional qualification in finance, administration, project management, information technology or related field would be an added advantage. Knowledge of SAP, Excel, Access and other analytical tools is highly desirable. Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Western Asia (ESCWA), United Nations Office at Geneva (UNOG), United Nations Office at Vienna (UNOV), International Criminal Tribunal for Rwanda (ICTR) or International Criminal Tribunal for the former Yugoslavia (ICTY) may be accepted in lieu of the GGST. The GGST is administered to applicants when required before the administration of a written assessment and/or interview.. Possession of a recognized accountancy qualification (e.g. CPA, ACCA, CIPFA) will be an added advantage.

Work Experience

A minimum of Seven years of progressively responsible experience in finance, budget, information technology or administration is required. Experience with integrated business processes, analytics and reporting are desirable. Working experience with an Enterprise Resource Planning (ERP) system preferably with SAP and business intelligence tools is an asset. Data management and monitoring skills would be an advantage.

Languages

English and French are the two working languages of the United Nations, for the position advertised fluency in oral and written English is required. Knowledge of a second UN language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

• This position is temporarily available for 4 months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
