The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The position is located in the United Nations Human Settlements Programme (UN-Habitat) in Nairobi, Kenya. The focus of the job is the implementation, monitoring and evaluation of programmes, operations and other activities in the national urban policy, governance and legislation in Kenya.
Responsibilities
The position will be under the supervision of the Chief, Policy, Legislation and Governance Section, Urban Practices Branch. The incumbent will be responsible for the following duties:
1.Provides substantive support to National and Counties government of Kenya for the development and implementation of urban planning and national urban policy data collection, spatial analysis, archiving and research strategies:
a.Undertakes development of questionnaires, data collection tools, spatial analysis, preparing GIS maps, data mining and visualization, as assigned, to assist the Leader of Policy, Legislation and Governance Section, including developing reports and working papers on national urban policy and sustainable urban development topics in Kenya;
b.Compiles and analyses information on the latest developments of the use of new types of data sources and tools (e.g. OpenData_Ke, big data) for national urban policy and sustainable urban development;
c.Provides substantive and analytical support to in the Policy, Legislation and Governance Section in preparing and positioning the UN and national urban policy to accelerate the achievement ofthe Sustainable Development Goals (SDGs) in Kenya, including the drafting of reports, as well as analytical and position papers;
d.Contributes to research and development of data and research tools and methodologies related to urban planning, resilience and national urban policy at the National level of Kenya;
e.Keeps abreast of emerging development issues to optimize the Policy, Legislation and Governance Section’s analytical capacity to respond to Government of Kenya’s priorities;
f.Contributes substantively to the development and implementation of peer review and quality assurance mechanisms for Policy, Legislation and Governance Section research products;
2. Assist in the development and mainstreaming of Urban Rural Linkages, through conducting of regional spatial analysis, analysis the system of cities, development corridors and developing data partnership in Kenya, including with UN entities at regional and HQ level, government counterparts, research institutes, leading global thinkers on development, and civil society, among others:
a.Supports the UN’s work with global, national and city data, GIS and statistical systems, facilitating engagement with city and national entities and data systems;
b.Develops tools and spatial analytical models used in formulation of urban-rural linkages situational reports;
c.Communicates and coordinates internally and externally with existing partners and helps form new partnerships with UN agencies, academia, the private sector, and national and local governmental agencies to further the use of data for urban-rural and urban development;
d.Develop platforms for sharing and coordinating with internal and external partners on data collection, analysis and project implementation;
e.Assists in strengthening the partnerships with universities, research institutions and similar entities in Kenya and across the UN system though concrete collaboration on urban rural linkages and urbanization related to the 2030 agenda;
3.Undertakes monitoring and reporting of results of National Urban Policy, Urban Rural Linkages and urban planning implementation projects under the UN Development Assistance Framework (UNDAF), New urban Agenda and the SDG 11 specifically in Kenya:
a.Supports inter-agency efforts on results and progress monitoring and reporting specifically for Kenya;
b.Assists in preparing the national urban policy monitoring and evaluation (M&E) framework and reporting results at city, county, national and global levels;
c.Contributes to independent evaluations of the urban-rural linkages programme work in Kenya related to monitoring, evaluation and reporting;

Education
Advanced university degree (Master’s degree or equivalent degree) in Geography, GIS, Urban Planning, Information management, statistics, sustainable development, social sciences or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of two years of progressively responsible experience in providing strategic support to mapping, research and data analysis, knowledge management or project/programme management in the context of development cooperation or related area is required
Work experience in projects with local/national government of Kenya is required. Experience in stakeholder driven strategic planning and implementation processes is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position fluency in English is required. Fluency in Swahili/Kiswahili is also required; Knowledge of another UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
