Principal Intelligence Development Officer at Financial Reporting Centre (FRC)

The Financial Reporting Centre (FRC) (Kenya’s Financial Intelligence Unit) is established under section 21 of the Proceeds of Crime and Anti-Money Laundering Act, 2009. The FRC is an independent body whose principal objective is to assist in the identification of the proceeds of crime and combating money laundering. The FRC became operational on April 12, 2012.

REF: ID/04/2020 – PRINCIPAL INTELLIGENCE DEVELOPMENT OFFICER FRC GRADE 4 ONE (1) POST

The Principal Intelligence Development Officer will report to the Manager, Intelligence Development and Liaison.

Duties and responsibilities:

  • Compiling statistics and writing reports, and making recommendations arising out of any information received on the financial services;
  • Obtaining access to international financial database, monitoring information and assessing potential risk of money laundering;
  • Mobilizing surveillance on money laundering/countering of terrorism financing and other organized/transnational organized crime;
  • Advising the department on the emerging trends and methods of money laundering and terrorism financing and other criminal activities;
  • Preparing strategic intelligence reports;
  • Ensuring dissemination of disclosure intelligence within Kenya or elsewhere and make recommendations arising out of any information received on the financial service;
  • Identifying departmental targets;
  • Assisting in staff performance appraisal and identification of training needs in the department; and
  • Mentoring and coaching of staff.

Person Specifications

  • At least six (6) years relevant work experience in either Anti-Money Laundering, Counter Terrorism Financing, economic and commercial crimes investigations or other organized crimes investigations; three (3) of which must have been in a supervisory position;
  • Bachelors’ degree in Criminology, Commerce, Law, Public Administration, International Relations, any other Social Sciences or equivalent qualification from a recognized institution;
  • Masters’ degree in a relevant field from a recognized institution;
  • Management Course lasting at least four (4) weeks from a recognized institution will be an added advantage;
  • Fulfill the requirements of Chapter Six of the Constitution of Kenya; and
  • Must be a citizen of Kenya.
